In the conditions of unstable economic situation, public-private partnership can become a stimulus for investment activity. Implementation of public-private partnership in Russia can be carried out in several forms: concession agreement, agreement on public-private and municipal-private partnership. The state actively promotes the development of these forms of interaction, which can become the basis for the development of investment activity in the conditions of budget deficit, active capital outflow from Russia and constant tightening of sanctions restrictions. In addition to these forms, there are forms of contractual relations with certain characteristics of public-private partnership (quasi-PPP). For a private investor, these forms of interaction in the implementation of joint projects with the state are attractive, meanwhile, they are not ready to invest in high-risk innovative projects and projects with a long payback period.
