Financial problems of Ukraine’s regions

The given paper considers a number of urgent issues allowing transforming the regional finance instrument to maintain the public sector into an effective financial policy tool that can meet the demands of the population of a particular region. Based on the strategy of the development of the economy in a transitive period it is necessary to conduct institutional changes in the financial and fiscal management, tax policy, public policy and in the area of spending, borrowing and a public debt.
