In the article proposed is the approach to the formation of the conceptual base of innovative management which allows to distinguish innovation as a special category in the matter of economic management, to define the scope of innovators’ activities as entities of innovative activity, to conduct the restructuring of innovation systems on the aggregate of their elements and to identify the elements of innovation infrastructure on the basis of the analysis of the proposed set of parameters. As a whole, this can increase the degree of formalization of the innovation management basic concepts definitions, thereby eliminating the uncertainty and distortion of information when making adequate management decisions..
