          <artTitle lang="ENG">«Digital» economy institutional infrastructure formation in the Russian Federation</artTitle>

          <abstract lang="ENG">Institutions, institutional infrastructure are becoming of special importance under conditions of digitalization and hybrid war, ensuring viability, security and competitiveness of almost every state’s economy in the 21st century. Unlike traditional («hard») infrastructure (roads, ports, bridges, airports, tunnels, power lines, pipelines etc.), institutional («soft») infrastructure is not that distinguishable, but its functioning is often more crucial in the context of globalization, internetization, cybernetization, economic security. Internet as the global metainstitute (net of the nets, world wide web) that encompasses specific formal and informal rules, institutions of development and/or institutions of growth, «key institutions», ecosystem, digital markets: AeroNet, FoodNet, AutoNet, MariNet, HealthNet, EnegyNet, SafeNet, FinNet, NeuroNet – all these and many other institutions have become inalienable attributes of the «digital» economy that strives to overdrive today. NeuroNet will substitute Internet in the long run, when human-machine interaction transforms into the human-machine interconnection. Theoretical and practical «digital» economy institutional fundamentals research results in the context of institutional infrastructure are represented in the article. Institutional fundamentals are perceived as a set of organisations (Yandex, Mail.ru, KASPERSKY etc.) that produce information and communications technologies – ICT as well as knowledge-intensive services (Sberbank-Technology, ROSNANO etc.), biotechnological sector, electronics, avionics, robotics. Original approved authorial interpretation of institutional infrastructure as emerging holistic system involving Internet, artificial intelligence, nine abovementioned digital markets, definite economic mechanisms (digital platforms, clusters etc.), technological cooperation, specific organizations (for instance, All-Russian supercomputer scientific and research data center on the basis of the Russian Academy of Sciences, scientific and technological centre («digital valley»)) is provided. Technological essence of the «digital» economy as internetized, cybernetized mechanism (based on digital technologies), producing digital goods and digital capital, is defined. Necessity of competitiveness improvement and some opportunities of national economic security assurance are substantiated from the standpoint of practical novelty.</abstract>

          <artTitle lang="ENG">Analysis of the impact of digital technologies on the development of the national economy</artTitle>

          <abstract lang="ENG">General global trends determine the transition to a new digital economy, it is noted by many researchers. There is a problem of quantifying how the national economy has transformed in the direction of existing trends. In addition, many researchers are of the opposite hypothesis about the potential results of digital transformation, that is of interest to test these hypotheses, based on the current state of the economy. In particular, it is of interest as far as the economy of the Russian Federation corresponds to global trends, how deeply its processes have undergone digitalization. All this stimulates the use of quantitative methods for analyzing the digital transformation of the economy. In the article the problem of influence of investments into information and communication technologies on development of economy of the Russian Federation is considered. As an analysis tool, correlation and regression analysis is used to build quantitative relationships between information and communication indicators and macroeconomic indicators of the Russian Federation. The statistical data provided on the website of the Federal State Statistics Service are taken as an information base. Based on the indicators presented on the website, the following informational factors were chosen for the research, such as total information technology costs, computer equipment purchase costs, software purchase costs. As a dependent of factors have been highlighted such traditional macroeconomic indicators of the Russian Federation as gross domestic product, gross national product, gross profit, gross value added, the consumer price index, the average per capita income, the final consumption expenditure, unemployment rate, foreign trade balance, budget deficit, gross capital formation. Based on a correlation analysis, conclusions were drawn about the presence of a statistical link between macroeconomic indicators of the Russian Federation and investments in information technology, and a many hypotheses about the development of world trends in Russia were tested. As part of the correlation analysis, external factors affecting the development of information and communication technologies are identified, the quantitative assessment of the impact of these factors is given. In order to assess the impact of information and communication technologies on the Russian economy, many models have been built that have a distributed form of impact of information and communication indicators on macroeconomic indicators.</abstract>

          <abstract lang="ENG">Today, digitalization has become an irreversible process, the most important factor in the development of almost any industry. In modern realities, the engine of innovation is not only the state or large social and industrial groups. The transition is formed through the consumer sector, which, thanks to its mobility and the ability to accumulate capital, concentrates innovative approaches and practices of the digital economy. The adaptability of the digital environment makes it possible to optimize business processes in the most complex management models. Currently, there is a transition to a new management model, which is based on the integration processes in organizations, their Association with the help of global information systems. The task of integrated structures is to properly integrate into this reality of the economy and its future. Digital platforms offer fundamentally new opportunities for the creation and dynamic development of integrated structures. The purpose of the study is to substantiate the nature, features and possibilities of the joint use of distributed registry technologies and "big data" in the management of business processes of integrated structures. The study was conducted on the materials characterizing the development of this concept both in the whole world and its spread in the Russian economy. It is proved that for business it is possible to consider perspective Association of blockchain technologies and "big data" as there is an opportunity to model a large number of business processes. It is possible to move from reacting to a certain market situation to detailed forecasting and automation of various tasks. The combination of analytical capabilities of big data and automatic execution of smart contracts will automate a number of business processes, but not the entire process of management decision-making. After all, it is illogical, intuitive, probabilistic and high-risk solutions (which can not be performed automatically by technical means built only on analysis and logic) that allow you to make breakthroughs in doing business. It is lateral marketing moves and illogical management decisions that very often allow a business to be successful, but at the same time have a number of automated applications in its Arsenal and use certain blockchain platforms when doing business will be useful and reasonable in modern conditions.</abstract>

          <abstract lang="ENG">The object of the research is labor relations, economic, organizational, social and other problems in the economy of the joint consumption sharing economy. The author's notion of the «sharing economy» is given. Briefly outlined the forms of sharing economy in various fields of activity (in transport, energy, real estate, tourism, money, education, etc.). Most of these forms of sharing economy create new business opportunities and at the same time new employment opportunities. The problems arising in the sharing economy with employees in the absence of workers' rights under an employment contract are considered, an analysis of the forms of cooperation that have become popular and widespread due to the current era of innovation and technology and the digitalization of society are given. The problems and risks of sharing economy are expressed. In e-commerce, there are also certain problems in registering transnational transactions. Import is registered only when it exceeds a certain value, but in the case of purchases via the Internet, you can perform operations with smaller amounts, including individuals. As these operations become important, the error committed will grow. Digitization also creates problems for controlling the amount of commercial activity conducted through services offering free and advanced subscription or access services, which are later paid through access but actually allow unlimited use. Identified a range of issues (legal, organizational, economic, environmental, etc.) that arise during the introduction of ESP. Some proposals have been put forward for improving activities in the sharing economy now and in the future, and which should increase its effectiveness. The processes of digitalization of society are becoming the prerogative of the global economy and individual countries, which increases the significance of the discussion of the problems discussed below. The article will contribute to the promotion of sharing economy and the dissemination of information about what problems currently exist in it and that they need to be solved.</abstract>

          <abstract lang="ENG">The article discusses the existing approaches to the allocation and evaluation of indicators of the quality of life of the «digital city». The problems in the classification of indicators are revealed. The author sees his task in the selection and justification of those indicators that reflect the potential of the «digital city», gives an example of evaluation of one of the areas, namely «smart education» as the most socially oriented. The main purpose of the study is a comprehensive assessment of the potential to improve the quality of life of the population, expressed in raising public awareness, technical, software, quality of mobile applications, electronic libraries, access to education, etc. The author sees his task in the selection and justification of those indicators that reflect the direction of development of «smart city», namely «smart medicine», «smart transport», «smart environment», «smart technologies» and others. The main objective of the development of «smart city» as a socio-economic system is, in our opinion, to improve the quality of life of the population, expressed in increasing the average life expectancy, income growth, quality of food, health and others. plannings. In modern society, in accordance with the development strategy, which is determined by the Federal authorities and the regional government, there is a need for regular monitoring of changes in the quality of life of the population as an important criterion for the effective management of any settlement, city, region. Monitoring today is one of the main parts of any project, as monitoring and evaluation of results is no less important than the result of implementation. Moreover, a comprehensive assessment of all areas of development of the «digital city» reveals the unevenness, and sometimes a sharp lag in any direction from the rest, which reduces the effectiveness of the development of the whole system. The provision of services to the population through the use of ICT (information and communication technologies) creates a sustainable environment that improves the quality of life. To improve the performance of these indicators allows a comprehensive assessment and constant monitoring of the development.</abstract>

          <abstract lang="ENG">In a scientific article, on the basis of the author’s classification of business processes, justified the need to create a database prototype to automate management business processes of an industrial enterprise based on the Microsoft Excel program. The relevance of the topic and research is connected with the growing interest in the intellectualization and automation of the main, auxiliary, serving, concomitant, natural and managerial business processes of an industrial enterprise. The research paper discusses the theoretical and practical aspects of the automation of management business processes of an industrial enterprise in the Russian Federation. The object of the research is large industrial enterprises, which in the conditions of digitalization are more actively applying automation and robotization of processes. The purpose of the study is to develop a database for the automation of business management processes based on the Microsoft Excel program for large industrial enterprises of the Russian Federation, as well as to submit the author’s classification of business processes of an industrial enterprise to the scientific community; analyze the already implemented modern applied, automated, intelligent, integrated, innovative systems of industrial enterprises. During the research, the following methods of scientific knowledge of the material were used: research is based on general scientific methods of knowledge, which provide for a systematic approach to the scientific problem; scientific-methodological and practical research was analyzed. Results. Within the framework of the study, a comparative description of the concept of “business process” was conducted; given the author's classification of business processes of an industrial enterprise, which includes three groups: 1) by role; 2) by degree of difficulty ; 3) depending on the purpose – which, in turn, are divided into several subgroups: functional business processes, structural business processes, monoprocesses, nested business processes, related business processes, basic business processes that support business processes and business management processes ; analysis of existing software products, automated systems, databases; the necessity of creating a prototype database for the automation of management business processes of an industrial enterprise based on the Microsoft program is justified Excel.</abstract>

          <artTitle lang="ENG">Analysis of existing approaches to measurement of digital economy</artTitle>

          <abstract lang="ENG">At the current stage of its development, the economy is increasingly referred to as digital, but everyone interprets this term in his or her own way. Therefore, first of all the authors disproved the existing hypothesis of the «universal incomprehension of the digital economy». The authors analyzed different approaches of Russian scientists to this issue and concluded that the views of Russian scientists and specialists do not differ much from the approaches of their foreign colleagues. Based on the understanding of digital economy essence, the authors differentiated digital and digitalized economy, applying the concept of intensive and extensive use of information and communication technologies (ICT). Having defined the essence of these definitions, the authors raised the question of the methodologies for measuring the digital economy, as well as the possibilities and attempts to measure certain types of activities in a digitalized economy. The article provides a brief description and methodology for calculating the currently existing indices for assessing the development of the digital economy: the ICT development index; Huawei Global Networking Index; e-government development index; the digital economy and society index and the international digital economy and society index; the digitalization index of the economy of the Boston Consulting Group; global digital competitiveness index; digital evolution index; Ivanov digital index. The article shows the ranks of the Russian Federation according to these indices. After analyzing and comparing the methodology for calculating the indices, the authors concluded that all indices are global, i.e. they assess the country's position as a whole in terms of the development of the digital economy. The authors concluded that the global calculating methodology of indices does not show the country's rating in relation of its participation in breakthrough technologies research. Additionally, according to the authors, there are no indicators that could measure the digitalization level of individual industries and services. Thus, the authors identified further areas of their research.</abstract>

          <abstract lang="ENG">As domestic and foreign ports develop, their functions become more complex due to the development of technologies, changes in the organizational structure, various forms of ownership and their combinations. The current socio-economic development of enterprises, industries, and territories shows a tendency towards various kinds of associations – integration, agglomeration, etc. This leads to the formation of complex intersectoral, territorial, territorial and sectoral entities that require an appropriate management system. One of the forms of territorial-branch association is large seaports, which include port and production subsystems, forming port-industrial complexes (PIC). In Russia, the development of port and production subsystems is uneven. To a greater extent, this refers to the production subsystem, which has a significant potential to influence the development of the port area. This requires an appropriate management system. The system of strategic management and planning of the port and production subsystems needs a certain methodological support. The combination of territorial and sectoral elements underlying the development of the port-industrial complex requires a systematic approach to the study of this complex formation. The process of managing the development of the PIC, taking into account the influence of various factors, requires an adequate methodology, which is currently the systemic economic theory (SET). The port-industrial complex has categorical signs of a socio-economic ecosystem. This was the basis for the application in the study of the PIC model of the ecosystem (within the framework of the SET), including the object, business process, environmental and innovation components. Adaptation of the ecosystem model is the first stage (and the purpose of this work) to develop methodological support for the strategic management and planning system of the PIC. An adapted model of PIC as an ecosystem can act as a system for assessing the state of its development.           <abstract lang="ENG">Intellectual capital and its structure represent a new direction in research in the field of Economics and management, which are engaged in scientists around the world. At the moment there is a problem with the unity of the terminological base of the research. This complicates the interaction between researchers, reduces the use of available data and slows down the development of this area of knowledge. These aspects indicate the relevance of the presented work. The aim of this work is to compare the composition of relational and consumer capital. The comparison will clarify the structure of intellectual capital. The base of scientific electronic library was used elibrary.ru and Google Scholar's electronic database for research. The paper considers the content of the concepts of customer and consumer capital. The author compares these concepts and concludes that the concepts of customer and consumer capital are identical. It justifies the proposed use of the term "customer capital" and the rejection of the use of the term consumer capital. The author considers the content of the concepts of relational and customer capital. It is revealed that the customer capital is part of the relational capital. The use of the term customer capital as a component of the relational capital is proposed. There are three parts of the relational capital: customer, stakeholder and general, which has an impact on all subjects with which the company has interactions. The structure of intellectual capital is specified on the basis of the analysis of the content of the presented definitions.</abstract>

Under the influence of globalization processes, both the nature of the international competitiveness of countries and the nature of competitive advantages are changing, focusing on human capital, new forms of management, digital information. What is higher education today? What it will be like in a world where the flow of information is unlimited and everyone has the tools to interact with each other. The vector of education development is integrated scientific and technical programs that unite educational and scientific organizations with enterprises of the real sector. To this end, on the basis of higher education institutions, whose main goal is to provide professional personnel for the territory, scientific education centers are created that contribute to the introduction of an innovative approach to solving socio-economic problems of the region, provide comprehensive support for innovative initiatives of entrepreneurs and organizations, methodological and consulting support for small and medium businesses on the development of innovative entrepreneurial projects. In the conditions of economy digitalization, these centers contribute to the improvement of the educational process through the introduction of innovative mechanisms, tools and technologies, as well as the creation and testing of prototypes (pilot projects) of teaching methods involving students in this process.</abstract>

          <artTitle lang="ENG">The impact of financial cycle on profitability for wholesale trading companies</artTitle>

          <abstract lang="ENG">Effective working capital management is particularly important for wholesale companies and influences both the profitability and liquidity. However, empirical articles which analyze the relationship between profitability, liquidity and working capital management are typical for the English-language literature, while Russian-language articles are mainly theoretical and rarely contain the results of statistical analysis of a large number of companies. An empirical study in this article is based on the data of 9 300 Russian wholesale companies for the period of 2013–2017. The results prove the existence of a nonlinear relationship between the return on assets and the financial cycle, which characterizes the efficiency of working capital management. It helped to estimate the value of the optimum financial cycle at which the company's profitability becomes maximum. According to the model, the optimum financial cycle is equal to 17 days for wholesale trade companies. Finally, the formula of the financial cycle was modified to show that financial cycle depends on two factors: current ratio and current assets turnover. It demonstrates that move to the optimal value of financial cycle depends on two factors: the current value of the financial cycle and the agreed change in current ratio and current assets turnover. The formula allows to assess the impact of each factor on the financial cycle, as well as to take into account the necessity to maintain a certain level of liquidity. Thus, the findings on working capital management are based on the results of statistical analysis of data on companies and take into account the country specifics. The results can be used in working capital management for wholesale companies, while this approach may be developed for other sectors of the economy.</abstract>

          <abstract lang="ENG">In the conditions of unstable economic situation, public-private partnership can become a stimulus for investment activity. Implementation of public-private partnership in Russia can be carried out in several forms: concession agreement, agreement on public-private and municipal-private partnership. The state actively promotes the development of these forms of interaction, which can become the basis for the development of investment activity in the conditions of budget deficit, active capital outflow from Russia and constant tightening of sanctions restrictions. In addition to these forms, there are forms of contractual relations with certain characteristics of public-private partnership (quasi-PPP). For a private investor, these forms of interaction in the implementation of joint projects with the state are attractive, meanwhile, they are not ready to invest in high-risk innovative projects and projects with a long payback period. The aim of the study is to analyze the impact of various forms of public-private partnership on the investment activity of Russia. The author used statistical, scientometric and qualitative methods of analysis. In the analysis of statistical and analytical information the methods of absolute, relative and average values, retrospective analysis, grouping method, and content analysis were used. Methods of expert and factor analysis were used to substantiate the results of the study. The study analyzes the practice of implementing projects with the participation of the state and private investors. The basic legal acts regulating these types of public-private interaction by forms (concession agreement, public-private and municipal-private partnership, quasi-PPP) are identified. The main trends of partnership between the state and private business are formed. The estimation of the quantitative dynamics of contracts and the volume of private investment, including in the sectoral context. The existing instruments, both traditional and newly developed, promoting activation of investment activity of Russia are listed. The main problems slowing down further development of public-private partnership are allocated. The directions of development of interaction with an emphasis on projects based on innovative developments in the framework of the strategy of economic development of Russia are proposed.</abstract>

          <abstract lang="ENG">This article analyzes the opportunities and challenges of entrepreneurial innovation. Before discussing the subject of this article, we explored the work of many researchers who have been able to develop key concepts such as innovation and entrepreneurship. The results of their researcher recognize that innovation is one of the most important factors for ensuring economic growth. It must be added that it is necessary to put in place a well-built national innovation system. When it comes to entrepreneurship, it is described as the process of discovery, evaluation and use of opportunities. It therefore has characteristics such as: leadership, which is the driving force of economic growth; entrepreneurship with a vision for the future; mission and strategy; the realization of those mission and vision by an entrepreneur. Thus, an entrepreneur is «the one who acts not in accordance with the resources he currently controls”, because he constantly uses opportunities. In the modern economic literature, there are three main types of entrepreneurship in the field of innovation: the development of innovative products (product innovations), development of innovative technologies (process innovations), and development of organizational innovation. The aim of the research is to understand the need for entrepreneurial innovation Africa in general and, in particular, in Benin. This requires the willingness of governments and entrepreneurs to invest in research and innovation programs that can help improve the social and environmental conditions and the well-being of the population. The results show that there are difficulties that can be overcome, and there are also opportunities that can be used to get long-term benefits for innovative entrepreneurial activities and sustainable economic growth</abstract>

          <abstract lang="ENG">The relevance of the work is due to the fact that it is necessary to improve approaches and methods for assessing competitive sustainable development for high-tech enterprises of the radio-electronic industry. Because in the world and in Russia today, the main focus is on high-tech industrial enterprises and the need for their sustainable development. This is due to the fact that the volume of telecommunication services market of Telecom operators continues to grow steadily. The market volume in 2018 increased sharply, compared to the previous five years, mobile operators increased their revenues by 5 % compared to the previous year.. This is due to the growing consumption of these products primarily by corporate customers. However, the equipment and its components and components to enable this very link to be carried out were previously purchased from foreign equipment manufacturers. In connection with the sanctions that apply to the Russian Federation, it has become more difficult to import all the necessary products that previously easily entered the Russian market. In this regard, the state decided to focus on domestic industrial high-tech enterprises of the radio-electronic industry, which produce communication equipment. It should be noted that industrial enterprises are in unequal conditions with respect to various foreign enterprises-competitors, so they especially need to have all the opportunities not only for the production of high-tech products, but for the possibility of sustainable development in the conditions that currently exist in the world market. Therefore, the author considers it necessary to consider various approaches to assessing the competitive sustainable development of high-tech enterprises of the radio-electronic industry and some popular methods of their evaluation.</abstract>

          <abstract lang="ENG">The article discusses a conceptual approach to managing the consistency of the effects of the subsystems of an industrial enterprise on sustainable development. The laws of systems theory and organization theory are considered step by step. The following are the principles for the formation of subsystems of an industrial enterprise. Of particular importance in the approach are methods for managing the consistency of the effects of the subsystems. The author's complex of methods consists of eight groups of methods. The feasibility of applying various methods depending on the organizational and technological structures of the economy: the transition from the economy, mainly industrial type (3–4 organizational and technological way) to the post-industrial (5–6 way) type. Subsystems of the enterprise and their varying degrees of interconnectedness, including correlation analysis, are substantiated. The initial data for this analysis are the indicators, which are statistical data published by the Federal State Statistics Service and grouped by subsystems. The result of the analysis is the confirmation of the qualitative assumption of the presence of a strong interconnection between the subsystems "Finance", "Management" and "Marketing". The nature of the relationship between the considered subsystems is mainly represented by a direct strong and very strong correlation. The function and its subfunctions are proposed to regulate the indicators depending on the prevailing type of characteristics of the organizational and technological structure of the enterprise under study: a subfunction of the amplitude control of the subsystems of the enterprise, a subfunction of the directional control of the subsystems of the enterprise, and a subfunction of the interconnection management of the subsystems of the enterprise. The approach is represented by six components: laws, principles, methods, models, plans and projects to meet the needs of enterprises and the requirements of practice related to improving the sustainability of development. The difference of the proposed approach from the existing ones is in the cyclical nature of its nature, implemented by feedbacks on updating and adjusting the principles and methods for managing the consistency of the effects of subsystems on the sustainability of development. The presented approach has an applied nature, since it is aimed at solving problems of developing plans and projects to improve the consistency of the effects of subsystems on target indicators in accordance with the requirements of practice.</abstract>

          <abstract lang="ENG">The article is devoted to the development of the reference model of the main activity processes of a medical organization, as well as to the study of the possibilities of using the proposed reference model in the conditions of digitalization of the Russian healthcare system.   In the introduction, the authors justify the relevance of the topic. The chosen topic is relevant because the key component of the development of modern medical organizations is a system of business processes that ensures the implementation of the concepts of value and personalized medicine in combination with the use of digital technologies. Currently, we have to address many issues related to the formation of new management models based on the use of digital technologies. At the same time, in practice, many medical organizations use digital technologies in their activities only partially, or do not use them at all.  The objective of this study was to build a reference model of processes in a medical organization, which is a formalized presentation of the patient reception procedure in the hospital.  This article uses the following research methods: analysis, generalization, modeling.  As a result, the authors present the reference model and formulate the requirements for the functionality of MIS, which ensures the appropriate IT support of the processes. Moreover, they justify the possibility of using the proposed reference model to create a basis for modeling processes in specific medical organizations, in order to revise and improve existing processes and introduce new ones.  In the conclusion, the authors give recommendations on using the reference model.   They recommend to make its revision in accordance with the specifics of the activities of a particular medical organization, and take into account current trends in the policies of the Ministry of Health regarding the informatization of medical organizations, as well as changes in legislation.</abstract>

          <abstract lang="ENG">In the field of road and rail construction, due to the high concentration of temporary, financial and material investments, it is often possible to notice the redistribution of scarce budgetary funds to the detriment of infrastructure facilities that are of promising importance for the development of remote regions, industries and the economy of Russia as a whole. The aim of the study is to develop a three-level model of cash flows, results, effects and costs to assess the socio-economic efficiency of investments in the construction of promising railway lines. In this study, the concepts of perspective railway lines (PLL), socio-economic efficiency of investments are considered. A three-level model for assessing the socio-economic efficiency of investments in the construction of promising railway lines has been developed. The model takes into account the interests of all participants of the investment project and ensures the complexity of the socio-economic efficiency of the assessment. The authors propose a comprehensive criterion of socio-economic efficiency of investments: the payback period for each participant – investor. As tributaries are considered tax deductions on investment levels, the effects of growth in regional employment and net income from the transportation and sale of goods. The effect of the increase in the level of regional employment is formed by the total growth in real terms of wages in the region, due to the additional inflow of population for the project, as well as the increase in the purchasing power of the population as a whole, taking into account the redistribution of workers to new positions and places. The calculation of socio-economic efficiency of investments for the construction of the railway line «Polunochnaya – Obskaya», reflecting the high rate of return on investment for all levels of investment, the importance and profitability of the project as a whole. The calculations showed that the socio-economic efficiency of the project is achieved at all levels of investment for each of the participants. Further studies of the authors are planned in terms of identifying the main risk factors at the stage of the project, as well as the construction of a probabilistic model for assessing the socio-economic efficiency of investments in the construction of promising railway lines in terms of the risk of non-return on investment.</abstract>
