          <artTitle lang="ENG">Developing a toolbox for evaluating enterprise performance in the conditions of digital production</artTitle>
        </artTitles>

          <abstract lang="ENG">The article describes implementing a toolbox for evaluating the enterprise performance in the conditions of digital production. A flexible system integrated into the information environment is offered to industrial enterprises of small- or large-scale production. It is naturally customizable for the specifics of enterprise management and implemented in a WEB-oriented environment. The novelty of the proposed system lies in its supported approach based on analysis of the system of key performance indicators (KPI), business processes and organizational structure of the enterprise. Data analysis is performed programmatically taking into account the statistical accumulated information with the participation of responsible persons and experts. The toolbox uses parametric description for the calculation of indicators and statistical methods for analyzing the mutual influence of indicators. To test the proposed approach, the study presents a variant partially applying the approach to a transport engineering object: Aviastar-SP JSC, an aircraft manufacturer. We have identified 17 groups of key performance indicators determining the company’s performance for Aviastar-SP. In turn, the main internal and external factors that most significantly affect the key indicators according to experts have been determined. A graph of correlations was constructed within the framework of statistical analysis, giving a graphical interpretation of the mechanism of influence on key indicators. This solution is convenient in practical use, being a simple and clear model for top managers. To describe the KPI within the framework of the infological model, the indicators are presented in the form of a hierarchical tree. The assessment tool provides flexible configuration of the KPI system to the requirements of a particular enterprise (formation of the structure of key indicators); determining the interrelations between indicators on the basis of statistical data; calculating integral indicators and obtaining slices of the indicator values for the selected reference books or measurements; control over the actual indicator values and identifying deviations from the planned values; forecasting changes in indicator values based on statistical data and expert opinions. Since enterprises have their own information infrastructure, the proposed performance assessment toolbox should become an add-on (integration module) for information systems that have already been implemented, providing efficient management and flexible adaptation of the management system to the changing conditions of external and internal environments.</abstract>

          <artTitle lang="ENG">Digital platforms in economics: essence, models, development trends</artTitle>

          <abstract lang="ENG">Digital platforms (sharing platforms, search engines, social networks, e-commerce platforms, etc.), as well as their platform ecosystems, are currently transforming entire industries and types of socio-economic activity, and becoming drivers of economic growth, innovation and competition. The goal of this study is to understand the essence and determine the unique features of digital platforms, as well as features and development trends of global and Russian platform companies. The article provides definitions of digital platform, platform business model, platform ecosystem. The characteristics, advantages and disadvantages, opportunities and threats associated with the activities of digital platforms have been considered. One of the main advantages of the platform-based business model is that it provides direct interaction and exchange between subjects and reduces their transaction and other costs. One of the main problems associated with digital platforms is ensuring confidentiality of the personal data collected and processed by the platforms. Digital platforms are widely dispersed geographically, with most platform companies based in the United States and China. The study shows that the rating of the largest world companies over the past ten years has changed significantly. Most of the largest commodity holdings have been replaced by platform companies that have reached incredible values in terms of market capitalization. Impressive compound annual growth rates of ecosystems of the largest digital platforms have been analyzed. The study gives examples of global and Russian platforms operating in various forms and directions. The positions of Russian platform companies in the Russian and global markets have been determined. Large Russian digital platforms can compete with global digital platforms in some platform markets in Russia. However, their positions in global markets are weak. We have proposed a number of effective measures aimed at developing a platform economy in Russia. It is also proposed to integrate the Government as a Platform concept at the state level in Russia. Rapid development of mobile and digital technologies predicted in the coming years, as well as unique features of the platform-based business models create the fundamental prerequisites for further active development of the platform economy.</abstract>

          <abstract lang="ENG">Development of digital economy has triggered active transformations in all spheres of production, which in turn promotes transition to higher levels of technology. Industry 4.0 influences the development of all spheres of human life. Digital technologies should be regarded as a separate factor of economic production, significantly affecting the accelerated rates of economic growth, increase in labor productivity. Using new scientific and technical achievements based on digital technologies in production allows to improve the quality of the products, works and services. Development of digital industry allows to improve the performance efficiency of quality management systems in enterprises, to lower transactional costs of interactions with public authorities, to improve information exchange with buyers, to optimize logistics systems both in the enterprise and with external partners. Development of digital technologies is actually based on intellectual capital which governs the need for its assessment and protection of property rights. Further, we have investigated the given combination of factors to find a regression dependence with an indicator of volume of innovative goods, works, or services. The data of some industrial enterprises of the Tambov region acted as an object of study. Increased role of the intellectual capital in the development of digital economy leads to an increase in the share of intangible assets in the added value of products. Thus, modern conditions of transformation of economic relations increase the importance of intellectual capital, which in turn promotes changes in the biosocial nature of humans.</abstract>

          <abstract lang="ENG">Active interaction of enterprises is currently becoming one of the key factors for generating the overall positive result of innovative economy.The organization of economic relations is undergoing complex transformationsgiven the profound technological changes and intertwining organizational, social and institutional changes. For this reason, studies focus on the functional content and structural organization of various forms of associations. One of the commonforms of such unions are poorly structured associations. Poorly structured associations involve stable long-term interaction of economic entities that combine and coordinate their goals, opportunities and external contacts, generating a synergetic effect.  These associations need not onlycommon information space, state support, tax preferences, but also common informative tools for development. Informative development tools are similarto cognitive tools, allowing to understand different systemassociations occurring in the innovation environment, in particular, to assess their institutional characteristics, to identify the main opportunities and constraints of their development, to determine the vector of evolution of loosely structured associations, to participate in effective management and to help in strategic planning of regional and national economies. The priority direction of evolution of informative development tools in the conditions of knowledge-based economy is creatinga complex of informative tools focused on the needs of developing promising poorly structured associations. As a result of the study, we have proposed the classification criteriafor informative development tools: expended resources; evaluation of results; impact on economic sectors; contributions to regional budget; contribution to national budget. This classification provides the most complete system of necessary management decisions. One of the promising tools is construction of models. The article proposes a model for substantiating the system of supporting measures, as well as stages of solving the problem. Thus, the main potential of informative tools for development of poorly structured associations is to ensure that the design values are obtained for the parameters of development of these systems,elements of new knowledge are gained and integratedinto the developing system.</abstract>

          <artTitle lang="ENG">Conditions for emergence of clusters in the market of monopolistic competition: an institutional approach</artTitle>

          <abstract lang="ENG">We have developed a concept on the nature of cluster formation as a specific type of organizational structure based on the choice of an alternative mechanism that, by strengthening infrastructural links, can reduce transaction costs in the exchange of ownership rights for various specific assets. We have proposed a generalized classification of market structures operating in the market of monopolistic competition from the standpoint of institutional approach, with the cluster considered as an alternative form of market organization. We have presented a generalized model of formation of infrastructure links between organizations in a competitive market. The classification of specific assets used by market entities has been considered. The variety of organizational forms of business has been explained from the standpoint of choice of mechanisms aimed at reducing the transaction costs that arise in the process of creating and running the business. We have considered the transactional basis of activity and the types of contracts used by the subjects of market relations. The article clarifies the place and role of the cluster in the development of market relations and also examines the institutional prerequisites for its genesis. The criteria for cluster formation have been analyzed. The concept of forming clusters as organizational structures of market relations has been presented. The cluster is considered as a specific form of market relations allowing to achieve maximum market power by reducing transaction costs of infrastructure connections. Notably, using infrastructure links is an exchange of powers for specific assets by implementing various types of transactions. We have considered generalized types of institutional rent. At the same time, reducing various types of infrastructure costs forms a separate type of institutional rent: infrastructure rent. Extracting monopoly revenue from using infrastructure rent is regarded as the main prerequisite for emergence of clusters in the market of monopolistic competition. We have presented the conditions in which the boundaries of activity of organizational structures form in the market of monopolistic competition. We have examined the general conditions for the exchanges allowing to better understand the origin of clusters, as well as to offer a methodological basis for further analysis of their economic activities in various sectors of economy.</abstract>

          <abstract lang="ENG">The article deals with the problems arising from using the well-known analytical approaches to assessment of regional economic growth. Identifying the main factors of economic growth, study and analysis of the mechanisms of their influence on regional development can be considered one of the most pressing issues in modern economic research. This is because Russia has actually been in a state of «new normality», characterized by extremely sluggish economic dynamics and lack of clear prospects and models for bringing the economy out of this state, for the past few years. Obviously, it is not enough to search for new growth drivers; sect oral and territorial structure of the economy has to be modernized, with growth poles formed and prerequisites created for reducing the level of differentiation of regions according to basic socio-economic indicators. At the same time, the new approaches developed in the state policy of regulating socio-economic development should take into account the regional specifics engendered by a complex of objective and subjective reasons. The analytical form of dependences is chosen based on time and space series using statistical methods. Certain difficulties also arise in measuring GDP or GRP in comparable prices over a number of years. Analysis of existing methods and models described in the literature lead us to conclude that tools such as econometric models, systems of econometric equations, production functions should be primarily used. Comparing the main models of economic growth with empirical data has confirmed that it is necessary to adjust the existing approaches and develop new ones for assessing the dynamics of economic development. We have proposed a hybrid model based on production functions. Using the model in practice should allow to more adequately assess the structural and dynamic processes that accompany economic growth in the regions, as well as exert a more active influence on it by measures of state economic (regional) policy.</abstract>

          <artTitle lang="ENG">Comparative analysis of assessing the efficiency for implementing projects for special economic zones and territories of advanced development</artTitle>

          <abstract lang="ENG">The developing digital space with open access to documents and reports of state structures forms an extensive base for analytical studies. The article analyzes the assessment of types of economic incentives for business through special economic conditions: special economic zones (SEZ), territories of advanced development (TAD) and priority investment contracts. The study shows the difference in assessing the effectiveness depending on the purpose of assessment and the methods used. The overall budgetary inefficiency of the projects implemented and the general causes of this phenomenon have been revealed. We have determined why the applied methodology is incorrect for calculating the indicator of the overall effectiveness of SEZ. The main reason is that the values set for basic indicators are largely subjective. Since the incentive principles, goals and objectives of SEZ and TAD are similar, we have proposed to develop the forms of economic incentives within the current legislative framework. This will save financial and human resources and help focus on developing assessment methodologies and management control. We have described China’s experience in creating and developing special economic zones in support of our proposals. Based on analysis of scientific literature, including in Chinese, we have constructed a typology of SEZ and identified the stages of their development in China. We have found that the goals and objectives, the strategy of SEZ changed significantly throughout implementing the reforms, but all of this was carried out within the framework of a single organizational form, i.e., special economic zones. The potential of special territories is huge and their successful performance depends on competent state administration. Practice shows that increased transparency of reporting data significantly increases the responsibility of the contributors. The test launch of the Project Management Information System(a state automated system) in the Primorsky Krai, including the Mikhailovskaya and Nadezhdinskay TADs in the pilot version, is aimed at solving the tasks set.</abstract>

          <artTitle lang="ENG">Development of public-private partnerships in St. Petersburg</artTitle>

          <abstract lang="ENG">In this paper, we have considered the key features of the mechanism of public-private partnerships in St. Petersburg. We have discussed the stages of implementing PPP projects in St. Petersburg using the mechanism of project financing, in particular, organizing a specialized project-financing company (SPFC). We have developed a PPP project for constructing a network of multi-level surface parkings in the territory of Vasileostrovsky District of St. Petersburg, justifying the implementation of this project by calculating the deficit of parking places in the given area. We have calculated the lack of parking spaces based on an estimate of the number of available parking spaces in the district, in particular, in each municipality, as well as by the average number of cars among residents of municipal districts. The investment attractiveness of each of the objects planned for construction was evaluated within the framework of the developed project. The effectiveness of the developed project was assessed by the method of net present value, used to calculate the total net profitability of the entire project life cycle for each parking lot separately. A model for project appraisal has been developed using linear programming methods as a universal mechanism for evaluating the effectiveness of implementing PPP projects. The essence of this model is finding the optimal distribution of resources between projects with a deficit of initial capital investments and maximizing aggregate NPV. The developed model for evaluating investment projects was used to select the best parking lots for building depending on the total amount of available resources. In total, seven variants of initial investment in implementing this project were considered. Implementing PPP projects by applying the SPFC procedure can help increase the revenue base of budgets of public partners from the income gained by providing paid services to the population (dividends on concession bonds issued as part of the investment project), as well as tax revenues from enterprises created in the process of project implementation. The model used in this study for evaluating the effectiveness of a PPP project is universal and can be applied both in evaluating projects implemented based on the principles of PPP, and in commerce for assessing the feasibility of project implementation.</abstract>

          <artTitle lang="ENG">Economic growth of Sevastopol: problems and opportunities</artTitle>

          <abstract lang="ENG">The article traces the socio-economic development of the city of Sevastopol. Such aspects as forecasting economic growth taking into account the peculiarities of territorial development, generating regional socio-economic scenarios for determining the trajectory of regional development need closer consideration to control economic growth in the systems of anticipative and regular management of the region. Assessment and analysis of the indicators of economic growth and of the social capital is very important for Sevastopol. The goal of the study is to find problems and opportunities of economic growth of Sevastopol based on analysis of indicators of socio-economic growth using the common spatial factorial model for forming the strategy of socio-economic development of the region. The analysis was performed based on the data of the regional authorities, of Rosstat and Sevastopolstat. According to macroeconomic indicators, Sevastopol does not occupy leading positions, therefore, competitiveness is low. Experts regard the region as having an insignificant investment potential at moderate risk, which is mainly because of sanctions. Nowadays the city is subsidized, funds from the state budget are mainly spent on infrastructural development. The following branches have a potential for regional growth: industrial production connected with repairs and service of ships and support vessels of the Black Sea Navy Fleet; production of special marine engineering; transport and logistics activities including the sea port, the railway, motorways; tourist industry and related directions (hotels, restaurants), trade; winemaking; food industry; fishing; device engineering and electric power industry. Potential locations of economic growth include the industrial park under-construction, a number of clusters including the IT cluster (technopark IT-Crimea), the experimental winemaking cluster Sevastopol, the Balaklava cluster (tourism and the harbor), shipbuilding and shiprepairs where startups can develop along with enterprises using innovative technologies. Sevastopol is a region with favorable climate, geopolitical position, historical past and a complex of promising branches that might be sources of its future economic growth.</abstract>

          <artTitle lang="ENG">Managing the demand for electricity consumption as an element of improving the energy efficiency of territories of the far eastern macroregion</artTitle>

          <abstract lang="ENG">The relevance of the study is due to development and implementation of state measures in the field of energy conservation and energy efficiency in the regions of the Far Eastern Federal District of Russia. The article is dedicated to study of prerequisites for the development and implementation of policies in the field of managing the demand for electricity in the regions of the Far Eastern Federal District, which are members of the United Energy System of the East. The article identifies and describes the specifics of the energy system of the Far Eastern Federal District and the OES of the East, covering such aspects as territories, technologies, the energy market, the systemic, structural and economic issues. We have analyzed the legislative measures aimed at improving the energy policy of the given macroregion, aimed at increasing the investment attractiveness of these territorial entities. Based on analysis of the structure and characteristics of the parameters of demand for electricity consumption in the given areas, we have proved the effectiveness of the tools introduced for managing the demand for electricity in order to improve the energy efficiency of the territories of the Far East. Based on the study of the parameters of electricity demand of the OES of the East in terms of different periods, and on analysis of the technological features of the power system of the OES of the East in contrast with the UES of Russia, we have concluded that the power system of the Far Eastern macroregion incurs high costs covering the uneven demand for electricity; the energy costs can be in fact reduced through using demand management tools. The article provides a rationale for introducing a model for managing the demand for electricity in Russia based on individual pilot regions or macroregions. Identifying the structural characteristics of the energy system of the Far Eastern Federal District, we have proposed using the power system of the OES of the East as a platform for implementing a pilot project to study, develop and test the mechanisms of demand management in Russia, which will not only reduce the cost of electricity supply for consumers of the Far Eastern macroregion, but also further extend the positive effect of demand management to other regions of Russia.</abstract>

          <abstract lang="ENG">The relevance of the study is based on several factors:  no unified interpretation of the concept of investment cycle and analysis methods; having to assess the current state and forecasts for development of investment processes; specifying the directions and methods of managing investment processes in systems of different levels. The goal of this study was to explore the possibilities offered by the approach we devised for analyzing the dynamics of investment process indicators with reference to a certain phase of the economic cycle, with the example of the petroleum industry in the Perm region, in order to more accurately determine the phase of the investment cycle and directions of investment policy in the industry. We have formulated approaches to developing the procedure for analyzing the investment cycle based on our interpretation of the investment cycle, its features and the system of indicators of the current investment cycle in the industry. A system of indicators(including real interest rate index, concentration ratio, distribution of investments in non-financial assets, condition of productive fixed capital assets, participation in production of high-tech products, level of main production capacity, weighted average return on assets, increased share of expenditures on staff development and intangible assets in cost structure) was used to analyze the characteristics of the investment cycle in industry. In our opinion, the selected indicators and features of their phase states can contribute to determining the current phase of the current investment cycle with reference to the phase of the economic cycle in order to predict the development of territories and industries for the long term. The article presents the results of the proposed method for analyzing investment activity with the example of the petroleum industry of the Perm region. Based on the results of analysis, we have concluded that the petroleum industry of the Perm region is at the stage of equilibrium. At the same time, the share of small enterprises is growing, companies are trying to create additional value of their product by investing in the development of new technologies. The old technological platform is becoming obsolete, giving grounds for a new generation of products to be created; in addition, new directions of investment policy regulating new high-tech products have to be devised.</abstract>

          <abstract lang="ENG">We have established that the impact of technological progress on the efficiency of economic resources such as material, labor and physical capital (fixed assets) in manufacturing enterprises may reflect the coefficient of technological level of production. Based on the developed matrix of possible directions of technological development of enterprises and the graphic model of the life cycle of technological development, we have formulated the foundations of a new direction of economic analysis: investment and innovation analysis. We have found the advantages of the coefficient of technological level of production and identified the main factors affecting the change in its values (inflation, type of activity of the enterprise, depreciation of fixed assets, structure of fixed assets of the enterprise (the ratio of active and passive parts), rate of renewal of fixed assets, level of enterprise management). A characteristic has been presented for each of the six factors. We have shown that the impact of technological progress on the efficiency of enterprises is caused by not only objective but also subjective factors. The procedure of retrospective investment and innovation analysis has been considered. We have presented a method for determining the period of completion for each of the six stages of the life cycle of technological development. Each stage has been considered in detail from the standpoint of changes in the values of material yield, capital productivity and coefficient of technological level of production. The expediency of technological innovation has been formulated for each stage. We have also formulated the requirements to assessing economic efficiency of the implemented investment projects introducing new equipment and production technology. We have determined that instability of any stage of technological development is influenced by a subjective factor that is the low efficiency of management of technological processes and enterprise as a whole. We have shown that assessment of economic damage in the form of increase in the cost of production and decrease in the profit of the enterprise due to inefficient management can be carried out at any level. We have formulated the fundamentals of the procedure of predictive investment and innovation analysis using the developed simulation dynamic model, where the values of the share of value added in the value of sales can be used as the target parameters. We have confirmed that management of technological development of enterprises can be digitalized.</abstract>

          <abstract lang="ENG">One of the conditions for financial development of the country is successful activity of advertising companies. In modern digital economy, innovative approaches and technologies have to be used by advertising companies to increase their competitiveness in the domestic and international markets. In this article, we have suggested a model for managing the innovative development of a service sector enterprise, complementing the existing approaches to assessing the development of business systems. The goal of the study is in proposing methodological approaches to managing innovative activity of the subject in the advertising market. Modern theoretical foundations of innovation have been systematized in this model; the needs of innovation development for Russian companies have been discovered, the key problems limiting the development of innovations in the Russian advertising sphere have been identified, the development estimates and tools for managing innovations in the advertising sector of the economy have been classified. The existing approaches to monitoring and evaluating innovation activity of an advertising company have been considered in terms of adequacy and applicability. The study is based on methods of statistical analysis, systems approach, comparative effectiveness of decisions made, expert assessments. Innovation activity yields favorable results not so much through production and implementation of innovations, but rather as a result of efficient and high-quality management, analysis and planning of the company's development process. Consequently, constructing a model for managing the innovative development of an advertising company has a governing role in this task. An innovative solution for generalizing advertising by the method of spatial positioning (geo-targeting) has been proposed and tested for the conditions of the digital economy. Compared to traditional methods, the method provides an opportunity to advertise the places where goods, services, and local useful information are tied to localization of the target audience. Practical application of the developed methodology combined with existing approaches should allow to identify the factors that impede the competitiveness of Russian advertising companies in the digital economy through transition to a new model of development based on generating and implementing innovations.</abstract>

          <abstract lang="ENG">Strategic planning is the most important element in business management and is especially significant for large-scale holdings, helping determine the specific directions for future activity and the desired objectives, connecting the company with the environment, linking internal opportunities and external conditions, identifying and detailing opportunities. Strategic planning creates the foundation for subsequent calendar planning, its purposes, indicators, resources and restrictions. The strategy for forming a future manufacturing and technological environment is aimed at developing essentially new products in the field of the holding’s activity, forming a higher level of satisfying the needs, generating new areas of demand, creating more effective new technologies. Such a strategy is in fact aimed at advancing the development of national economy in the given manufacturing and technological area.  We have found that fundamental difference of methodology of strategic planning for forming a future manufacturing and technological environment is that the future technological image of a specific sector of activity is developed at first, and the structure of the equipment included in the holding’s strategy is a consequence of the first task. A system for providing equipment for the manufacturing and technological environment is formed at the first stage, while the holding selects the equipment to purchase and manufacture at the second stage. The management of the holding actually develops, instead of a strategy of the enterprise, a strategy for the conditions of activity, with the efficiency of equipment supply sources subsequently estimated (i.e., whether the equipment is to be manufactured by the holding, by which entrepreise, or whether it is to be purchased). We have considered the principles for creating a strategy of innovative development of the enterprise with the example of Schwabe holding, focused on improving the quality of life, giving examples of innovative solutions and a business model. The key trends of development of a company have been classified.</abstract>

          <abstract lang="ENG">The article considers the process of managing the Project on Economic Security of the Organization. Important stages of management are planning and monitoring of all activities. A detailed study of the project plan is required in order to carry out all operations and complete the project successfully. Monitoring the implementation of operations allows to control the progress of the project and make the necessary adjustments in accordance with the company's objectives and its current capabilities. We have substantiated the possibility of applying project management techniques to the company's operational activities, including ensuring economic security. The project approach has already proved efficient for large industrial, manufacturing and technological enterprises in Western countries, which means that project management can be introduced as a method for organizing and managing production in our country. Methods of network planning are used to describe, analyze and optimize the Project on Economic Security of the Organization. We have considered the methodology of network planning of production systems. The key elements of the project plan such as tasks, resources and assignments are described in accordance with the methodology. We have used a network model with operations in the nodes as an analytical system of project management. Based on the initial data on the state of threats to economic security of NOVATEKPJSC, we have calculated the time parameters of the network model. The temporal parameters of the network model have been calculated using the tabular method. We have consistently filled out the columns of the analytical calculation table based on initial data in accordance with the methodology of network planning. Since it is impossible to accurately calculate the duration of the works in practice, we have used the law of distribution of duration of works to eliminate this restriction. The estimated duration of operations was calculated taking into account their mathematical expectation and variance, which allowed to include the error in the calculations, and to determine the necessary project implementation probabilities and possible delays for a specific date. This methodology also allows to assess the possibility of accelerating the project and to calculate the most likely time when it is completed.</abstract>

          <abstract lang="ENG">The study is relevant because is due to the increasing number of orders at state industrial enterprises, implementing plans of import substitution, strengthening the strategy of sustainable development of enterprises, insufficient number of scientific studies in the field of strategic planning of purchasing activity. The main problems connected with public procurement are thatissues of modern strategic planning of procurement have not received sufficient attention in Russian economic studies, no terminology has been worked out for sustainable purchasing activity, tools for managing the procurement factors have to be found. The goal of this study is analysis of procurement at a public industrial enterprises with taking into account the strategy of sustainable development and the tools selected for increasing its stability and efficiency. We have considered and elaborated on the concept of managing public procurement taking into account the strategy of sustainable development, identifying trends of procurement development as functions of management of the industrial enterprise and factors of internal and external environment influencing sustainable procurement. Personnel training in procurement, carrying out market studies and working with suppliers, information support for stimulating competitive procedures are offered as tools for managing the procurement factors. We have established the influence of procurement provisions as the main regulator of procurement at industrial enterprises. We have shown that the tools offered are not ranked by degree of importance, and can be used by industrial enterprises with state participation of various industries and forms of ownership. Combined use of the tools increases the efficiency of production applications. The direction for further studies is in analysis of foreign markets for public procurement of industrial enterprises, improving the mechanism for evaluating public procurement taking into account the economic, social and environmental aspects.</abstract>

          <abstract lang="ENG">One of the key factors of competitiveness of developing industrial enterprises in modern conditions is sustainable development of enterprises in the long term, particularly, through rational allocation of enterprise resources during investment of relevant projects. At the same time, traditional approaches to finding the optimal amount of investments (involving marketing research and subsequent break-even analysis) for projects for developing industrial enterprises only yield results with relatively low adequacy, as it is difficult to provide objective source data when economic processes cannot be modeled in a continuously changing environment. This article focuses on mathematical methods and models as alternative tools for solving problems connected to determining the optimal amount of investment. We have developed an analytical model of return on investment as a function of its initial volume (as the main parameters of investment projects in the field of industrial enterprise development) based on the Verhulst model. This analytical model was used to find the main characteristics of implementation of investment projects in the field of developing industrial enterprises, including the minimum and maximum amounts of rational investment, as well as extreme amounts of income and losses from investing in industrial enterprise development projects. We have developed a procedure for substantiating the characteristics of industrial enterprise development. The procedure is based on applying analytical and optimization modeling tools as part of modern specialized software environments. The developed procedure has been implemented on a practical example: assessment of characteristics for investment in civil engineering projects in terms of the initial amount of invested funds and the corresponding return, using the computing capacities of Microsoft Excel software, particularly, the Solver add-in for implementing various optimization models. Implementation of the proposed procedure lead us to conclude that the obtained results were highly adequate and, as a sequence, the developed procedure had a high practical importance.</abstract>
