          <artTitle lang="ENG">Ecosystem of electronic markets and its determinants</artTitle>

          <abstract lang="ENG">We have formulated the problem of measuring the state of the electronic economy, and substantiated the necessity of using, at the system macro-level, the indicators that more accurately reflect the state of the electronic economy and its sectors. We have discussed the problem of low relative level of professional interest in the problems connected with electronic markets, electronic economy and infrastructure of electronic economy. A factor structure of indicators is proposed, which as a whole reflects the value of the latent category of the e-economy ecosystem. The electronic economy and its subsystem, electronic markets, is a new economic phenomenon whose state and dynamics are not described in most studies. This article attempts to define the terminology and factors that determine the state of the ecosystem of electronic markets, which include factors that reflect the quantitative and qualitative composition of participants in electronic markets, the financial subsystem of the electronic economy that ensures the movement of value in electronic markets. Based on certain factors, the comparative ranking models of countries from the point of view of the ecosystem of electronic markets and regression models can be constructed that allow estimating the size of electronic markets by the data on the state of their ecosystem. The results of the study presented in this article were obtained based on unofficial statistics offered by the analytical portal statista. Unofficial statistics was taken as a basis due to the lack of clear indicators of measurement in this sector of the economy, and also because of the lack of clear identification of this sector of the economy (electronic economy). As a rule, it is identified with the ICT sector of the economy, which makes it difficult to accurately measure it and is not entirely correct, since data and information are the end product for ICT organizations, and an intermediate one for e-business organizations, as for other (not ICT) sectors economy. The article raises the problem of identification of both theoretical and statistical electronic markets and the electronic economy as a whole. The application of the term ecosystem is proposed to reflect not only the metasystem of electronic markets, but also their subjects, as well as the interrelations between elements that reflect patterns.</abstract>

          <artTitle lang="ENG">Customer-centric approach to business process management in the digital economy</artTitle>

          <abstract lang="ENG">The article considers a rapid development of digital technologies as one of the modern challenges for business. First of all, digital technologies affect communication between the company and its customers. Communications are established both by traditional and online means, so we can observe multi-channel communication. This is caused by the growing number of customers using mobile Internet. As a result, we see a significant change in customers’ expectations: they wish to get full information on the company, product, delivery conditions, e.g., on the value offered, at any time and with any device. That leads to the fact that all company’s activities are organized around the customers’ requests, which demonstrates the customer-centric approach to company management. The article investigates the specifics of a customer-centric company. Evolution of the customer-centric approach in the digital economy is considered. Contemporary problems of creating a customer-centric company caused by development of digital technologies and customers’ needs are analyzed. The specificity of digitalization as a condition for developing the customer-centric approach is classified. We have demonstrated strategic CRM to be an important characteristic of a customer-centric company. We have also revealed that in the digital economy, the term ‘client’ is broader than the term ‘customer’: both internal and external stakeholders can be regarded as clients. Impact of the customer-centric approach on BPM is shown. That means that the customers’ information should be used not only by front office units, but also by the other company’s departments. This requires complex business process transformation, from creating integrated information system to changing human resource management and corporate culture. We propose the architecture for further developing the topic on the analysis of business process transformation in the digital economy.</abstract>

          <artTitle lang="ENG">Analysis of the influence of blockchain on the financial system</artTitle>

          <abstract lang="ENG">The article presents an analysis of the future development of the blockchain technology. A review of modern studies in the field of application of the blockchain technology in the financial system is given. We have confirmed that a long-term analysis of the impact of the technology on the financial system because the blockchain technology has not yet reached its full potential, and its existing applications in the financial sphere, in particular, the generation of crypto-currencies, have as yet undetermined prospects both from economic and from legal standpoints. We have given a comparative analysis of the development of the Internet, a fundamental technology which has changed the way of life and worldview over the past 30 years. Assessments of IT experts coincide in that the changes introduced by the blockchain technology into everyday life, including the field of finance, will be comparable. A significant difference in the development of the blockchain technology at the present stage compared to the development of the Internet is that the early Internet was non-profit, originally developed through defense financing and used mainly to connect research institutes and universities. It was not intended to make money, but rather to develop the most reliable and effective way of building a network. This initial lack of commercial players and interests was critical: this allowed for a network architecture that shared resources in a way that could not occur in a market system to form. It is important that at present there are no general principles for regulating the operation and use of modern financial technologies (fintech), either at the global or at the national level. The paper considers the technological foundations for generating crypto-currencies, which determine the economic consequences of their circulation. Conclusions are drawn on the need to develop the basic framework principles for generation, accounting and circulation of crypto-currency at the national level, taking into account the aspects of information and financial security.</abstract>

          <artTitle lang="ENG">Main directions of neoindustrialization policy in the modern economy</artTitle>

          <abstract lang="ENG">The article refines the concept of neoindustrialization (‘new industrialization’) as a social and economic category in narrow and broad meaning on the basis of the systems approach principle. Neoindustrialization is the development of new forms of manufacturing organization based on the implantation of cyber-physical systems and the Internet of things (narrow meaning). Neoindustrialization also represents a natural process of developing all productive forces on the basis of ‘digitalization’ (automation, computerization, networking) in all sectors of the national economy, social development and environmental protection (wide meaning). The foreign experience of developing plans and programs of neoindustrialization of the national economy has been analyzed. The industrial policies in Germany (Platform Industrie 4.0), Great Britain (industrial development plan until 2050) and China (Made in China 2025, 中国 制造 2025) have been systematized. The main directions of new industrialization of the national economy have been identified on the basis of foreign experience. The main directions of neoindustrialization as an integrated basis for economic, industrial, investment, innovation and social policies are the development of the industry 4.0 based on increasing the level of production systems’ self-organization, introduction of cyber-physical systems and the Internet of things; the ‘digitalization’ of education, science and human living conditions; the transition to open innovation and open access to knowledge transfer platforms and knowledge sharing; the human health and the environmental reproduction; improving the quality of life. The national features of the neoindustrialization policy have been formulated. The study presents how the actions aimed at technological development of the national economy based on the construction of the industry 4.0 may be integrated into a set of measures related to human reproduction and improving the quality of life based on a systemic approach to implementing the policy of neo-industrialization. Possible directions for further research are indicated: studying the experience of new industrial development in other countries (the concept of ‘industrial Internet’ in the United States, the French industrial development plan ‘New Industrial France’, the concept of robotics development ‘robot revolution’ in Japan), the application of foreign experience for designing a system of measures aimed at neoindustrialization of the Russian economy.</abstract>

          <artTitle lang="ENG">Tendencies and regularities of social and economic development of Russia and foreign countries from the standpoint of labor productivity</artTitle>

          <abstract lang="ENG">The decision of the problems of increasing labor productivity, as the most important indicator of the level of efficiency of social reproduction, is constantly at the center of attention and requires joint efforts of the state, the scientific and business communities. This issue becomes especially urgent for the Russian economy taking into account the whole range of consequences of the economic crisis and the aggravation of the geopolitical situation, as well as the ongoing globalization and the fourth industrial revolution that the world community is currently facing, turning it into a task of imperative importance for determining the country's future in terms of building not only an independent but also a competitive economy. In view of the above, the purpose of the article was to analyze the trends and patterns of socio-economic development of Russia and foreign countries from the standpoint of labor productivity. A systematic approach was applied in the process of the research, methods of statistical and economic analysis of social and economic development indicators of the G-20 countries were used, including factor analysis. The interrelationships between labor productivity and the factors affecting it in Russia are estimated using the econometric model.  The study of world trends in social and economic development allows us to conclude that the role of labor productivity is increasing, as a factor in the revival of the national economy, the restoration and preservation of its sustainable economic development. The results of the analysis of world trends show a high degree of conjugation of the growth of labor productivity with an increase in the level and quality of life, which is especially important in the light of the problems of poverty of the working population of Russia.  On the basis of the study conducted, the following key factors that have a significant impact on labor productivity have been revealed: the volume of investment in fixed assets; the amount of costs for research and development; the amount of costs for technological innovation. Labor productivity depends on the timely introduction of new breakthrough technologies, renewal of fixed assets, which is provided by investments in fixed assets, as well as determined by the amount of costs for research, development and technological innovation.  In the process of research, a factor model has been constructed for the degree of influence of the identified factors on labor productivity on the basis of the Cobb-Douglas production function. The results of the simulation allow us to conclude that the change in the specific investments in fixed assets (with an increase in specific investments in fixed assets by one percent, with the same values of other factors, the overall productivity of labor will increase by an average of 0.459%) has the greatest impact on the change in labor productivity.  The main provisions and conclusions of the article may be of interest to representatives of authorities of different levels, the scientific and expert community, and also may be widely used in research and teaching practice.</abstract>

          <artTitle lang="ENG">The genesis of relational interactions in the development of views on competition between market entities</artTitle>

          <abstract lang="ENG">Currently, there is a steady increase in the number of transactions at the level of firms, making it worthwhile to establish relational interactions between market participants. However, traditionally, the relations of market actors are described in theories of competition. In this regard, there is scientific and practical interest in revealing the perspectives of relational interactions between market actors with different approaches to the tenets of competition. To do this, in the present work we investigate the prospects of relational interactions for different concepts of competition. The study of behavioral concepts of competition focused on independent activity of market subjects revealed that, from the perspective of both classical and neoclassical theory, relational interactions are eliminated between firms and stakeholders in the markets of perfect competition. Examination of structural concepts of competition and analysis of the actions of buyers and sellers revealed different patterns. With regard to the markets of imperfect competition, there is a trend of growth, the dependence of some manufacturers from the others. Relational interactions actually become feasible because the limited resources of the enterprise force it, in a number of situations, to search for missing assets, technologies, knowledge, etc., from other market entities. Instead of competitive advantages it is possible to use partner privileges with a number of firms operating in the market. The functional concept of competition makes relational interaction explicit to an even greater extent. After all, from the standpoint of functional concepts, competition forms, and not just reveals, a new competitive advantage, guiding the company to find the factors of accelerated development of production. New combinations of production resources can be found by contacting other market participants. This interpretation of competition contributes to the development of relational interactions. Combined methods of competition include the possibility of structural and functional approaches associated with the presence of a large number of ways to improve the competitiveness of firms. This requires additional measures for their implementation that can be achieved through relational interactions with a number of economic agents of the market, promoting their effective implementation.</abstract>

          <artTitle lang="ENG">Analysis of the macroeconomic conditions of the metallurgical industry of Russia</artTitle>

          <abstract lang="ENG">The article examines the macroeconomic conditions of the metallurgical industry of Russia. The industry produces up to 70 billion U.S. dollars worth of products, more than a third of which are exported to the avant-garde countries. The metallurgy of Russia has a leading position in the world trade of steel products, being the absolute leader in sales volumes of the aluminum, nickel, ferrous metals, etc. However, the industry has accumulated substantial amounts of outdated technological equipment. The industry needs modernization. It is necessary to increase the innovative capital. In this regard, the analysis of capital accumulation in the industry and of technological progress is very relevant.   The article describes the characteristics of the dynamics of the formation of productive capital in the industry: capital intensity; productivity of capital; capital-labor ratio. The period under review is from 1995 to 2015. It is shown that from 1998 to 2004, when the industry had first undergone technological upgrading after privatization, the return on capital increased by 6 times and then stabilized. The capital-labor ratio in the last ten years varied cyclically with a slight growth, reflecting the stagnation in the industry. It is the increase in the capital-labor ratio, in accordance with the Arrow model of learning in the production process, that leads to the acceleration of technical progress in industry exhibiting a virtual lack of technological progress after the crisis of 2008-2009.  For the forecast calculation of the dynamics of production in the metallurgical industry in the medium term up to 2020, we have used the Cobb-Douglas production function with technical progress increasing production, and estimated its parameters. The derived aggregate production function has allowed to carry out a medium-term forecast for the development of the industry up to 2020. We have established that further accumulation of fixed productive capital in the industry without technological breakthrough will not lead to a substantial increase of value added in the industry. We have concluded that for further qualitative development of the industry, it is necessary, firstly, to start a new technological breakthrough, and, secondly, to move to the production of a wider range of downstream products.</abstract>

          <artTitle lang="ENG">Management of the processes of functioning of territories of advanced development as a factor in ensuring the sustainability of regional economic systems</artTitle>

          <abstract lang="ENG">The article is dedicated to studying the features of managing the processes of functioning of territories of advanced social and economic development in the conditions of the forming knowledge economy. The problem of economic development of Russian regions is currently one of the most complex and urgent. One of the major recent programs aimed at modernizing mono-profile settlements is the project of ‘integrated development of single-industry towns’, included in the list of priorities by the Presidential Council for Strategic Development and Priority Projects. The article analyzes the regulatory and legal framework for the development of the territories of the country's advanced social and economic development. We have revealed the problems in the field of normative and legal support of the process of forming the territories of advanced development at present, as well as their tendencies and prerequisites.  We have analysed the attractiveness of the conditions for the formation and functioning of the territories of advanced socio-economic development in foreign countries, such as Korea, China, Singapore, the USA, Canada, Japan. World practice shows that the creation of favorable conditions for the formation of territories of advanced development is necessary for the formation of a regional infrastructure for the production activities of enterprises. The territories of advanced development are also a mechanism for creating a system of benefits in order to implement new efficient ways of attracting additional investors, both at state level and in private sectors, since Federal Law No. 473-FZ granted a number of benefits for residents of the territory of advanced development. A territory of advanced development is a territory within a municipal or urban district, internationally competitive in attracting investments and new residents. The special legal status of conducting entrepreneurial activity in the territory of advanced development serves for economic evaluation of the expediency of developing the territory of advanced development. Without increasing the level of investment attractiveness, it is impossible to achieve modernization and effective economic development of Russian regions, even taking into account the use of state corporations.  In view of this, the Government of the Russian Federation is striving to achieve the level of economic investment on par with Brazil, India and China.  It is the territories of advanced development that will be able to guarantee the modernization and innovation leap of Russia, but the development scenario today has many shortcomings, which rather hinders the development of regions of the Russian Federation than predetermines the positive dynamics.</abstract>

          <abstract lang="ENG">The current economic situation is characterized by high volatility of endogenous factors and stagnation of territorial industrial complexes. This requires modernization to ensure the necessary level of economic security. Industry experiences the highest rate of production decline, while individual branches suffered from the introduction of sectoral sanctions. The generally accepted concept of the mechanism for achieving an acceptable level of economic security require using instruments of indicative analysis as a basic tool for process monitoring. Assessment of economic security in industry requires an adequate informative load due to the close relationship between indicators. From the standpoint of economic mathematical modeling, this means having to consider the following features: the transformation of state policy in support of the industrial complex and its impact on the level of economic security; the analysis of internal processes associated with the specific functioning of the subject, the object and the design subsystems of the territorial industrial complex and determining the potential trajectory of sustainable development of the national economy. It is optimal to use the modified tools of correlation and regression analysis methods in PLS-PM. The simulation results show that following factors have the maximum impact on the level of economic security: the share of imported products in the domestic market for manufacturing industries; the share of expenditure on imported raw materials and materials, expenses on acquisition of raw materials for the production and sale of products; sectoral investment. The evaluation of the effectiveness of public policy in the context of economic security can be carried out through: government spending in the framework of programs of industry support; the amount of tax credits; the level of administrative pressure. Factors of intensive type, providing the implementation of promising investment projects and forming the basis for modernization in the move from extensive use of accumulated resource potential for the introduction of advanced production facilities and modern technologies are crucial for increasing the level of economic security of the industrial complex.</abstract>

          <artTitle lang="ENG">Problems and basic provisions for forming a strategy of regional socio-economic development (using the example of the Republic of Buryatia)</artTitle>

          <abstract lang="ENG">The importance of the study is due to the significance of the development of the regions in the context of their differentiation and territorial concentration of the economy. The level of the investment climate, the demographic factor, the level of migration, unemployment, the development of small business, the rate of introduction of innovative developments in industrial enterprises were considered as criteria for the differences in the development of Russian regions. Particular attention is paid to the influence of negative trends on the development of eastern regions, such as low population density, remoteness from the center, unfavorable development conditions, significant population decline due to migration outflow. The problems of legal, social, financial and economic character deterring the development of the regions of Russia have been described, including the urgent problem of personnel policy on attracting highly skilled employees. Using the example of the Republic of Buryatia, we have analyzed the key issues in its development. The main directions of the state regional policy, contributing to resolving these issues, have been identified. Based on the analysis of the main approaches to the formation of the state regional policy, such as ‘equalization policies’ of the levels of regional development, the new institutional economy, the ‘growth poles theory’, we have determined the tasks, functions, and methods of state regional policy and economic regulation, forming together a set of specially organized system actions ensuring a balanced and sustainable functioning of regional systems. The foundations of strategy formation and priorities of social and economic development of the Republic of Buryatia and measures for their implementation are considered. Strategic development goals have been revealed, namely, the development of human capital, infrastructure, agricultural production system, spatial development, establishment of an institutional environment, and digitization of the economy. The article considers the scenario of social and economic development of the region, aimed at overcoming negative trends and resource constraints. A list of the main activities that allow this scenario to be implemented on the basis of maintaining existing production facilities, attracting large investors, and developing environmental territorial and sectoral clusters is proposed. We see the directions of further research in constructing a model for the development of a region and giving it the status of a territory of advanced development under the conditions of the formation of the Russia-Mongolia-China Economic Corridor. In these conditions, the region needs a policy for promoting its own strategy of participating in this program of international trade and economic integration in a trilateral format.</abstract>

          <abstract lang="ENG">The article discusses the tools for forming an effective energy infrastructure for regional development from the standpoint of ensuring sustainable socio-economic development of the territories. We have determined the role of infrastructural support in the regional development as a regulator, a factor and a condition for the development of the territories. It is emphasized that the infrastructural support of the territory is the most important tool of managerial influences on all aspects of territorial organization and regional development. The purpose of this article is to identify the directions for developing the tools of energy infrastructure support in the region for sustainable socio-economic development of territories. We have assessed the energy infrastructure of regional development based on indicators of accessibility of the energy infrastructure and the efficiency of the procedures for connection of electricity in Russia in 2011–2016, the depreciation of fixed assets in Russia, energy efficiency. Infrastructural energy support of regional development for the 2011–2016 period was studied using the Sverdlovsk region as an example, which made it possible to formulate the main directions for the development of effective infrastructure energy support of the regional development: the formation of a single electric grid area, the development of tools for managing the development of the regional electric power infrastructure, the improvement of the mechanisms for interaction of energy companies with the authorities. To solve the identified problems of the development of the electric power infrastructure (on the example of the Sverdlovsk region), we have proposed tools for forming an effective infrastructural support of the regional development, consisting of improving procedures for technological connection, changing the general approaches to technological connection, consolidating electric grid assets in the territory. A model for managing the development of the electric power infrastructure in the economic space of the region is proposed; the model’s theoretical and methodological basis were the provisions of the metasystem approach. It is emphasized that the directions of the development of effective infrastructure power support tools largely cover the institutional aspects, the development of the toolkit consists in introducing a systemic approach, as well as the principles of marketing and social partnership in the management of the infrastructure complex, the relationship of the subjects of management. The research basis is represented by the provisions of the scientific paradigm of socio-economic development, which is based on the principles of synergy, institutional and evolutionary analysis. The reproductive, institutional and systemic methodological approaches have been used in the study.</abstract>

          <abstract lang="ENG">The article discusses topical issues and key trends in the development of price formation, value engineering and value management of construction investment projects, uncertainty and risk. The main attention is paid to increasing the consistency of determining the cost of construction under risk of the need for additional financing. The occurrence of such risks in the conditions of limited resources can lead to significant economic losses, therefore, it is necessary to manage the risk of the need for additional financing at the stage of project in the preparation of cost calculations and estimates. We have proposed the innovative methodology of managing the risk of the need for additional financing, which has a practical importance for investors and ordering organizations in the conditions of limited resources. A risk situation is considered and the sources and factors of risk are defined, the criteria and methods of identification, analysis and comparative assessment of risk are substantiated depending on the «risk price» and «risk degree». We have developed a map of risk of the need for additional financing. We have offered an algorithm for justifying the contingency fund. The modern standardized procedures of risk management, methods of qualitative and quantitative analysis of risk, including the method of sensitivity analysis, the method of scenarios and the Oparin – Teterin digital method of integrated convolutions of the numerical sequences have been applied for achieving the goal of the study. We have considered the possibilities of using the method of integrated convolutions of numerical sequences for assessing the accuracy and consistency of determining the cost of construction of facilities of transport infrastructure.</abstract>

          <abstract lang="ENG">Using innovative approaches of training, including technical orientation, implies the existence of interconnected elements allowing to form skills, abilities and competences of the educational process. Globalization, modernization and other significant processes occurring in the world’s economic system determine the global challenges and the strategic directions of development, including in the training system in various fields of the national economy. Today, higher education institutions become scientific and educational industrial complexes as they carry out a vast range of functions connected with carrying out scientific research and the gain of scientific knowledge, the organization of the educational process, the organization of production either in partnership with the enterprises of various industries, or by creating business incubators. Using innovative approaches in the organization of the educational process primarily means information and communication technologies, various platforms of open and mass education, design training, case technologies, which, as a whole, allow to obtain the result satisfying the needs of the sectors of national economy. Today Russia has entered a period of reforms of outdated systems both in the field of personnel training, and in the sphere of production in general. The main activity in these directions is determined by a number of tasks that are important for the country.  A lack of communication between the system of professional education and both current and future problems of production is currently observed at the federal and regional levels. There is no developed mechanism allowing to carry out monitoring and forecasting of the real needs of the economy so that educational institutions could prepare the personnel satisfying these needs. Ensuring the sustainable development of post-industrial economy is a key problem at present. Therefore, using various mechanisms, such as innovative approaches in educational process, public-private partnerships, regarding educational institutions as scientific and educational complexes, the instruments for managing these complexes and also the formation of programs for introducing advanced industrial technologies, the organizations of design training and use of information and communication technologies is in demand today and is relevant.</abstract>

          <abstract lang="ENG">The relevance of this study is due to the fact that the change in the vector of economic development of the Russian Federation from globalization to regionalization significantly changes the specifics of all the processes involved in it. The production process is becoming more and more dispersed over various territories, which allows to fully benefit from the advantages of the region and to effectively use its opportunities on the basis of the complex development of the region's economy, impossible without an effectively functioning regional innovation system, which results in not only an increase in GRP based on innovations but also socio-economic development of the territory. However, it should be noted that branch specifics play a special role in the region's economy as it is the development of the industry that influences the process of creating an innovative product with added value. Therefore, only the interaction of regional and branch innovative subsystems, the strengthening of links between their elements, and the search for fundamentally new forms of integration links will lead to the development of a national innovation system in Russia. An important tool for implementing this idea is regional innovation-oriented economic clusters, which activate market mechanisms, having a stimulating effect on the development of regions and increasing their innovative orientation. In this regard, the government authorities of the Russian Federation defined the creation of high-tech clusters as a priority area for territorial development, reflecting this in existing federal-level documents. The purpose of the study is to analyze the experience in the field of management and interaction between participants based on the example of the Kama innovative territorial production cluster of the Republic of Tatarstan and identify the problems of the traditional management model of innovative territorial and interregional clusters. The authors proposed a new form of integration education (interregional industry alliance of innovative clusters), its concept was given and its management structure was developed, which provides for the existence of a coordinating body at the federal level with certain powers, interacting between sectoral and regional management structures.</abstract>

          <abstract lang="ENG">Competition is one of the most important factors stimulating the economic efficiency of the country as a whole and its regions in particular. Competition between territories is the rivalry of territories with each other in order to attract the attention of consumers of the territorial product, which is expressed in the inflow of human, financial, material, innovative and other resources to the territory. One of the instruments for increasing the attractiveness of the territory is the creation and promotion of a strong place brand. The place brand becomes the most important competitive resource for establishing partnerships with various interested parties (stakeholders). At present it is obvious that any territory needs to create a favorable image in the external and internal environment, which encourages attracting new partners, tourists, and increasing business activity. This article is dedicated to new, non-traditional channels for promoting the brand of the territory. The paper proposes the most comprehensive list of possible stakeholders of place branding, with particular attention paid to the media, whose importance is great, since it is both a means and a goal of the communication process. We have analyzed the existing and proposed the most promising channels for promoting the place brand. We have developed recommendations for using these channels, namely the social media, to form the desired image of the region, with the example of St. Petersburg. Unlike other promotion channels, social media make it possible to build continuous communication with the target audience. After all, once users subscribe to a social media, they can be interacted with through the news feed and informed on events; brand recognition can be created and the client's loyalty can be managed at no cost by constant contact. In addition, the article analyzes the current position on the promotion of St. Petersburg in the most popular social media, discusses the main problems and the possibilities for changing this situation for the better.</abstract>

          <artTitle lang="ENG">The development of technological entrepreneurship in the region on the basis of the triple helix model</artTitle>

          <abstract lang="ENG">The paper describes the creation of a regional innovation system, which is one of the mechanisms of technological entrepreneurship, which is especially important for the Russian Far East. It is shown that traditional views on the formation of regional innovation systems are revised in modern conditions. This process occurs most productively within the triple helix model. The study describes the triple helix model, examines the motivations of the actors for implementing innovations and networking. It is concluded that regional factors influence the intensity and forms of involving universities, enterprises and the state in these processes, in particular using channels for the transfer of knowledge and technology. We have formulated the hypothesis that technological entrepreneurship in the region could achieve more effective development by establishing the mechanism of interaction of all elements of the triple helix, that is, the university, the state and the business. We have justified the special role of the technical university in the development of innovative entrepreneurship in the Komsomolsk Territory of Advanced Development (TAD). It is caused by three types of interaction with the enterprises of the innovation cluster in Khabarovsk Krai: the implementation of educational programmes in priority areas of training, retraining and improvement of professional skills of the staff; conducting applied scientific research jointly with business; sharing innovative infrastructure of the university. It has been proved that networking between the participants of the educational process when using innovative infrastructure allows to build a continuous chain of transforming scientific knowledge into new or improved products or technologies in the region. The goal of the study is to substantiate targeted development of technological entrepreneurship in the region on the basis of the triple helix model. The authors analysed the network communication in the process of exchange of knowledge (transfer) between objects of the innovation infrastructure of the university and the region. We have revealed the trajectory of innovation-specific ‘education-science-technology-business’ chains in the directions of the national technological initiative. We have proposed recommendations for improving the transfer of knowledge, the level of innovative activity of economic entities, sensitivity to knowledge and technology at the local level. The results of this study can be used by the authorities and participants in networking in order to form a triple helix model.</abstract>

The basis for the development of business is the understanding that the organization, having a certain innovative potential in the form of innovative activity and organization of staff, fulfills this potential not so much by ensuring the effectiveness of the organization’s business activities, as by generating and sustaining market competitiveness. After generalizing the accumulated experience, we have described the concept and the features of innovative potential of the enterprises as a combination of the enterprise’s opportunities for achieving innovation objectives and the extent to which the enterprise is ready to use innovative technology to sell products and increase competitiveness on the market. This article also analyses the influence of informatization on the innovative potential of the enterprise. We have examined the innovative activity and innovative culture of the enterprise as elements determining the increase of its innovative potential, identified the set of activities that implement the reproduction of innovative potential, and established their relationship to the process of informatization, on the basis of monitoring the indicators of the innovative activities of the company. The proposed set of quantitative relations for assessing the innovative potential should make it possible for enterprises to carry out the analysis of possibilities and abilities for using their resources. We have established that without the necessary information infrastructure at the present stage of development of economy, it is impossible to provide sufficient activity. In addition, we have developed an algorithm of gradual reproduction of innovative potential in enterprises, which allows to increase the level of innovative potential through a series of cycles. We have confirmed that informatization as a means of innovative activity of the enterprise can provide effective adaptation to the modern conditions of development.</abstract>

          <abstract lang="ENG">Managers of industrial enterprises need to make managerial decisions about using material resources (MR) which are formed after production from original material resources. The relevance of the research subject is confirmed by environmental problems, because production and consumption waste are increased, and by improving the economic efficiency of an enterprise on account of increasing the material utilization rate. The purpose of the study is to develop theoretical provisions and practical recommendations for organizing rational cutting of sheet metal taking into account business material resources at an engineering enterprise with a single or small-scale production type, which allow to optimize the structure of technological costs by increasing the sheet metal utilization rate. The article is written as a development of the method for evaluating and identifying the sheet metal material resources after cutting (published in St. Petersburg State Polytechnical University Journal. Economics, No. 3), in particular, the economic aspects of making managerial decisions on classifying the sheet metal material resource as a group of business or non-business material resources are formulated. The managerial decisions are in comparing the change of net income from the operating activities of the enterprise in the production from business MR or from the sale of non-business MR to external organizations. Additionally, the main provisions of the method for evaluating the market value of sheet metal material resources after cutting have been developed, which it is advisable to use in order to organize the transfer of costs in the production from business MR or in selling non-business MR to external organizations. In further research, it is advisable to develop a method which allows evaluating the market value of sheet metal material resources after cutting; to describe the method with respect to determining the values of weight coefficients and coefficients that take into account the change of indicators characterizing the consumer properties of MR; to determine the development features of the DSS for evaluating and identifying sheet metal MR after cutting; to develop recommendations on organization of management accounting of business MR at an engineering enterprise and to test and verify the proposals for organizing rational cutting of sheet metal.</abstract>

          <abstract lang="ENG">The development of the modern Russian electric power industry is undergoing constant changes, connected with the energy system evolving into the national electric power complex where the management was carried out by a large national state corporation. Furthermore, the industry underwent a reform with that some companies remained under state management, but most of them were transferred to private ownership. During this period, issues related to the development of the system of labor protection and safety at power facilities are becoming particularly important. The article analyzes regulatory and legal standards in the field of occupational safety and health, among which are the Federal Law «On Special Labor Evaluation», the Order of the Ministry of Labor and Social Protection of the Russian Federation «On Approval of the Rules for Labor Protection in the Operation of Electrical Installations» and the Industry Tariff Agreement in the electric power industry for the 2016–2018 period. The indicators for the number of accidents, including fatalities, were investigated. As a result, it was concluded that the absolute values of occupational injury rates increased, but at the same time, the number of accidents per 1000 employees, including fatalities, decreased. Moreover, we have discovered that employees who have the work experience of more than 10 years in the organization and are aged 25–39 years and 50–59 years are the most prone to injuries, and the greatest number of accidents are observed as a result of a fall from a height and an electric shock. We have also analyzed the changes in the regulatory and legal framework in the field of labor protection and its impact on the total number of employees in harmful and dangerous working conditions. In conclusion, we have proposed an integrated management system for labor protection and industrial safety at the electric power industry enterprise, based on the legal norms and the existing system of labor protection at industry enterprises.</abstract>
