          <artTitle lang="ENG">Mechanism for generating and choosing the strategies of competition stability of an enterprise</artTitle>

          <abstract lang="ENG">Functioning and development of enterprises of the young Donetsk People's Republic is complicated by an economic blockade from the side of Ukraine, by military operations, break of traditional economic connections of enterprises, high degree of vagueness of all factors of environment. Such a situation strengthens the competition between enterprises and stipulates the necessity of strategic planning of competition stability of the enterprise as an obligatory condition of survival of the enterprise and the achievement of the set strategic goals. The aim of the article  is the development of a mechanism of forming and choosing the strategies of competition stability of an enterprise. In order to achieve the goal set out in the paper, the author’s definition of the category «strategy of the company’s competitive stability» was proposed based on the analysis of the definitions of «strategy» in the current economic literature. The role of strategic planning of competitive stability in the strategic planning system of the enterprise was determined, a classification of strategies for the company’s competitive stability was proposed. The theoretical, process-organizational and methodological foundations for forming and choosing the competition stability strategies of the enterprise were devised. The article uses methods of logical and semantic analysis, system and complex analysis, induction and deduction. The scientific novelty is in the author’s definition of the category «strategy of competition stability of the enterprise», the improved classification of strategies of competition stability of the enterprise, the developed mechanism for forming and choosing the strategies of competition stability of the enterprise. The results obtained in the article are universal and can be used in the process of strategic planning of competition stability of enterprises of any types of ownership and directions of activity. The development of methods for assessing and planning the enterprise’s competitive stability, the methodology for implementing the strategies of competitive stability, the decision-making mechanism regarding the strategy and tactics of competition should be considered as promising directions for further research.</abstract>

          <artTitle lang="ENG">Strategic planning for enterpises entering foreign markets enterprises in a new economic reality</artTitle>

          <abstract lang="ENG">In the conditions of sanctions from the West and overall crisis of instability, the authors consider it useful to focus not only on import substitution inside the country but also on finding alternatives for entry into foreign markets. With this in mind, it is of interest to carry out export and import transactions in the markets of the BRICS, EurAsEC, Central and Southeast Asian countries, and in other potentially attractive regions. Successfully entering these markets provides a comprehensive strategic analysis of the international environment, its main features and favorable factors. Well-founded choice of optimal strategies is also of great importance for foreign economic activity of enterprises, access to foreign markets and their subsequent development. Implementation of these strategies requires the development of a set of strategic planning documents, where the role of the driver should be played by strategic marketing plans. In accordance with these strategies, communication campaigns using modern marketing and digital technologies, as well as the Internet environment: mobile marketing, social network marketing, viral marketing, neuromarketing, celebrity marketing, product placement, etc., should play a special role in capturing foreign consumer segments. To reconcile the whole system of measures for strategic planning for entering foreign markets, multivariate and step-by-step road mapping will be required. In order to prevent excessive risks and dangers in a complex international environment, it is necessary to create a special operational management system in emergency situations. The authors consider the directions for further research: application of methods of mathematical and simulation modeling to substantiate the selection and evaluation of the effectiveness of strategies for entering foreign markets; verification of road maps for the main options for the companies’ actions abroad using computer technologies; forecasting the situational risks of Russian enterprises in conditions of instability in international markets; justifying the possibility of expanding the range of digital technologies used to support the process of entering and following foreign markets.</abstract>

          <abstract lang="ENG">The article discusses the impact of «big data» on the decision-making process. The approaches to the definition of the concept of «large data», the revealed structure of this concept, including methods of data collection, storage, access, mathematical methods of analysis, revealed hidden patterns and rules for their use are investigated. The influence of «big data» on the decision-making process has been studied, the models allowing to take into account these features are considered. The use of «large data» in organizations leads to a significant change in different areas of activity. It is shown that «large data» creates a new paradigm of data analysis, changing the fundamental principles of data collection, storage, processing and transmission. Such significant paradigm shifts affect many basic processes of purposeful, organized activity, including decision-making processes. The issues of the influence of «big data» on viewing investment projects, organizational decisions and corporate culture are considered. It is shown that the construction of management models taking into account « big data» in all their multifacetedness leads to the need to solve new problems: determining inclusiveness (availability of information use) and flexibility (data usage efficiency). The questions of influence of «big data» on investments are investigated. In essence, this is an investment in the development of infrastructure, but in its tasks go beyond its scope, affecting the costs of changing the organizational structure, the principles and rules of data management, etc. The reason for the methodological underdevelopment of this issue is the insignificant accumulated experience in the field of « big data» management. The article discusses the impact of «big data» not only on the technological infrastructure, but also on changes in the field of corporate culture and the entire management system</abstract>

          <abstract lang="ENG">The state of economy of Donetsk People's Republic is characterized by a high degree of instability and vagueness, which is caused by an ongoing economic blockade and incessant battle actions. The growing imbalance between the external environment and the enterprises make it necessary for them to react adequately to the external changes and to search for the possibilities of development. The necessity not only to adapt to the external changes but also to actively influence them stipulates the improvement of the existing and the development of the new approaches to management of an enterprise. The purpose of this study is to develop the concept of enterprise management in the conditions of hyperdynamics and crisis by analyzing the concepts of strategic planning, crisis management and economic behavior of the enterprise considered in economic literature. The article uses the methods of desk research and comparative analysis to study the opinions of different authors on the conceptual foundations of strategic planning, crisis management and economic behavior of the enterprise, methods of structural, logical and semantic analysis to justify the definition of the concept of strategic planning of the enterprise’s anti-crisis economic behavior. Based on the analysis of modern approaches to interpreting the concepts such as planning, strategic planning, crisis management, economic behavior of the enterprise, the author offers an interpretation of the definition for strategic planning of the enterprise’s anti-crisis economic behavior. Aims, objects, tasks, principles, stages, methodology of concepts of strategic planning, economic behavior of the enterprise and anti-crisis management are studied.   The paper presents the author’s concept of strategic planning of the anti-crisis economic behavior of the enterprise, substantiating its components: object, subject, aims, tasks, imperatives, determinatives, categories. Using the behavioral approach to strategic planning at the enterprise is also proposed.</abstract>

          <artTitle lang="ENG">Concept of strategic planning of anti(crisis economic behavior of an enterprise</artTitle>

          <abstract lang="ENG">The paper considers the issue of whether the production structure of the regional food industry conforms with the conditions of the external environment, the challenges of the processes of globalization and the replacement of technological structures. The main external threats for the food industry enterprises of the region and the most serious and probable opportunities, the prerequisites for the development of enterprises in the current conditions of the external environment are discussed. The meaning of the concept of the rationality of the structure of the regional food industry is interpreted as the term containing the word «rationality» in the sense of a close to limited rationality. It is proposed to determine the degree of rationality in the structure of the regional food industry by the level of conformity of its products to the existing formed demand of consumers, the ability to achieve planned or set goals with the least time and resources, and the degree of conformity of technologies and equipment used in the food industry to the current world trends and technological order. A number of working criteria for the rationality of the structure of the regional food industry are identified, according to which quantitative estimates characterizing the main aspects of the rationality of the structure can be formed. A methodology for quantitative assessment of the degree of rationality in the structure of the regional food industry has been developed, in which a set of relative and integrated indicators characterizing the performance of the selected operational criteria for rationality has been developed and a quantitative assessment algorithm has been proposed that uses statistical data and expert evaluation results. When forming an integral indicator, we use weighting coefficients calculated on the basis of expert estimates processed by the hierarchy analysis method. The results of estimating the degree of rationality of the structure of the food-processing industry of the Primorye Territory, which was carried out on the basis of the developed technique, are presented. The results of testing and verification of the methodology for quantitative evaluation of the rationality of the structure of the regional food industry have shown that this tool allows to fairly objectively assess the degree of rationality of the structure and perform comparative analysis in dynamics, observing one object over a number of years and in static, comparing the rationality level of the regional food industry structure with respect to other similar objects. The developed methodical approach can be used to create a toolkit for quantitative assessment of the rationality of the structure and other interindustry complexes.</abstract>

          <artTitle lang="ENG">Assessment of innovative development of regions of the arctic zone of the Russian Federation</artTitle>

          <abstract lang="ENG">Innovative development is regarded by the authors as an invariant scenario for the sustainable development of the Arctic regions. The level of innovative development is determined on the basis of rating. Taking into account the existing approaches, the original method of rating the innovative development of the Arctic regions based on the model of the Triple Helix is proposed. The analysis of the results of innovative development of the Arctic regions in the five years since the adoption of the strategy of innovative development of Russia has been carried out. The proposed method allows to quickly and accurately evaluate the results of innovative development of a group of regions for a preset interval of time. An analytical review of the methods of rating assessments of the innovative development of the Arctic regions was conducted. The study showed that, despite the importance of the issues related to assessing the effectiveness of innovative systems and the results of innovative development, the scientific foundations of the theory of assessment, methods and tools for developing indicators and criteria for assessing effectiveness for specific territories have not been fully developed. It was revealed that the existing assessment methodology does not sufficiently take into account the specific features of the Arctic regions and rarely takes into account the immediate activity of authorities and business. The paper suggests a new methodological approach aimed at increasing the objectivity of rating, leveling the shortcomings of statistical methods that increase the role of actual data reflecting the condition and potential of the regions. On the basis of the formulated approach, we have produced a comprehensive assessment of rating the innovative development of Russian regions. The comparison of the results of complex estimation of innovative development with other ratings confirmed the assumption about the relative objectivity of the results obtained by the existing techniques. The results of the study justify the need for a spatial The paper proposes  methods of determining the level and dynamics of innovative development making up for the lack of objective scientific data on the actual innovative development of the Arctic regions and can be useful to public authorities in the formation of innovation policy.</abstract>

          <artTitle lang="ENG">Creation and development of a free economic zone in the Republic of Crimea: analysis and monitoring of activities</artTitle>

          <abstract lang="ENG">The urgency of the work is conditioned by the creation and functioning of a free economic zone in the Republic of Crimea. The purpose of this study is to analyze the functioning and monitoring of the activities of the free economic zone in the Republic of Crimea. The article considers the purpose, goals and tasks of creating such zones in the states, as well as the issues of the formation of free economic zones. Approaches to assessing the compliance of the regional environment with the conditions for the creation of free economic zones are described. Crimea is given the role of a region in which a preferential tax regime will be in place to create a favorable area for attracting investments. The introduced economic measures will allow developing the region, replenish the budget of the peninsula and improve the welfare of the population of the Crimea. The Russian Federation has rich experience in creating FEZ. Seventeen special economic zones are already operating on its territory. They differ in geography of location – from St. Petersburg to Khabarovsk, and in priority areas of development: tourism, technology, logistics, industry. For the Crimea, a model of the Kaliningrad SEZ has been chosen; Both areas have an advantageous geographical location and there is access to the seas (in the Crimea – to Black, in Kaliningrad – to the Baltic Sea). The aspects of creation and initial functioning of such a zone in the Crimean Federal District are revealed. The article describes tax and customs privileges for participants of the free economic zone. The analysis of the conditions of doing business in the free economic zone of the Crimea was conducted. The first results and problems of the functioning of enterprises in this zone are shown. The directions of further research assume the study of the further operation of the SEZ in the Crimea with consideration of promising areas of business development.</abstract>

          <abstract lang="ENG">In the conditions of globalization and dynamism of social and economic processes, transition of Russia to the innovation way of development by the key instrument of state policy of Russia there is an improvement of interrelation and the interaction of the state and business realized in forms of public-private partnership. The public-private partnership becomes the fundamental instrument of development of regional and municipal infrastructure, the investment attraction, improvement of quality of the rendered services to the population. Despite experience of the implemented projects of public-private partnership in our country, insufficiency of theoretical base, complex researches and necessary scientific and methodical providing for studying of this perspective mechanism is observed. Nevertheless it is possible to note that there is a forward development of the sphere of PPP in the key directions: legislative regulation, institutional environment and direct preparation and project implementation. The public-private partnership is the universal instrument of development, it can be used in the different industries of economy. Using PPP it is possible to develop transport and engineering infrastructure, to create health care facilities, educations, cultures, tourism and sport, to implement projects in the field of telecommunications and to develop the industrial sphere. In relation to the industrial sphere transition to model of public-private partnership allows to improve an economic situation of the industry and industrial enterprise in particular due to attraction of additional sources of income, expense optimization and creation of conditions for scientific and technical development in the industry. Stimulation of demand for industrial output by implementation of social and economic projects in the form of public-private partnership allows not only to attract private investments and most effectively to use the state resources, but also to create new jobs, to create domestic demand for business – thereby to increase the level of business, welfare of the population and revenues of the regional budget. All this causes relevance and need of development of mechanisms of public-private partnership for the industry. In article conceptual approach to forming of projects of public-private partnership and a possibility of use of this mechanism in the industrial sphere is considered.</abstract>

The relevance of the research topic is determined by the expediency of introducing a generalized indicator that characterizes the level of economic development of municipalities. Within the System of National Accounts, calculation of the indicators of economic activity at municipal level is not provided. Therefore, the «bottom-up» approach to estimating the gross municipal product based on economic indicators of municipalities is difficult because there is no official statistical data. In this case, the «top-down» approach in which the gross municipal product is defined as the share of the gross regional product or gross domestic product is preferable. Within the framework of the «top-down» approach, the method of factor evaluation and the foreign method of estimating the "city product" (method A) are used in Russian studies for estimation of the gross municipal product. A detailed analysis showed that the method of factor evaluation has significant methodological drawbacks: it does not ensure the equality of the sum of gross municipal product for all entities and the regional gross added value, it does not take into account the territorial and sectoral structure of regional economy, it does not guarantee the constancy of estimates of gross municipal product for the same time point with the change of interval for constructing the production function. Method A of estimating the "city product" does not have these drawbacks. However, Russian authors use the simplified formula of method A by ignoring the branch structure of municipal economy. This article shows using the materials of the Republic of Bashkortostan that the simplified version of method A distorts the estimates of gross municipal product, shows trends in their growth opposing the real dynamics of municipal economic development and reduces the indicators of intermunicipal differentiation. These arguments indicate that when assessing the gross municipal product it is inappropriate to ignore the territorial and sectoral structure of regional economy. Further research will be aimed at identifying the growth factors of the gross municipal product and assessing their perspective use in managing the development of municipalities in the region.</abstract>

          <abstract lang="ENG">The importance of this study, aimed at studying the world experience in stimulating microgeneration, is due to the project to stimulate microgeneration based on renewable energy sources (RES) by order of the Deputy Prime Minister of the Russian Federation (No. AD-P9-776 of 11.02.2017) that is currently under development. The aim of this study is to develop stimuli for microgeneration, based on the experience of other countries with the highest level of development of RES microgeneration. We applied methods of bibliographic, comparative and statistical analysis and the multiple case-study method. The article presents an overview of the state measures of stimulation for solar generation and standards for connecting microgeneration to a common network in foreign countries that are leaders in the development of renewable energy. We formulated the proposals and recommendations for the development of microgeneration in Russia which can be used to introduce changes in the regulatory framework in the field of electric power engineering and the development of programs to stimulate microgeneration based on RES. One of the unresolved issues of stimulating the development of microgeneration on the basis of renewable energy is in fact the weak interest of grid companies in connecting small-scale power facilities. To remedy this situation, the initiative group of Russian manufacturers of energy-saving equipment and services proposes to make changes in paragraph 5 of Article 41 of the Federal Law No. 35-FZ «On Electric Power». Modeling and studying the possible consequences of introducing these proposals and other changes in the current regulatory and legal framework in the electric power industry, as well as a comparative analysis of their effectiveness, is the subject of further research by the authors.</abstract>

          <abstract lang="ENG">The management of reactive power flows in electric power systems plays an important role in maintaining their cost-effective operation, the stability of voltage levels and the required level of operational reliability.  The current practice of controlling reactive power is based on heuristic approaches. In this area, there is a lack of a transparent market mechanism that ensures an optimal level of costs for all market participants. The existing structural problems in the Russian power industry make it very difficult to form an effective reactive power market. This article describes the classification of reactive power control facilities based on their technological characteristics and competitive advantages. The distinctive characteristics of reactive power as a commodity are revealed. Reactive power is very difficult to understand as a product supplied by the manufacturer due to the fact that it is a technological feature of the process of transmission and consumption of electricity. The main factors influencing the formation and development of the nuclear energy market in the Russian Federation are determined. The structure of costs associated with the installation and operation of various reactive power control devices has been analyzed. Reactive power can be generated and consumed by generators of power plants, as well as by the equipment that does not consume fuel resources, usually with low costs. The principles of forming a competitive market for reactive power are formulated. The application of traditional methods of market pricing to reactive power is a challenge because of the many uncertain external factors. The organization of the reactive power market by the principle of active capacity will have a more complex structure and functioning will be quite costly.</abstract>

          <abstract lang="ENG">The transition to the concept of sustainable development and social responsibility makes it particularly relevant for the enterprise management to harmonize economic goals and development plans with the goals of the development of modern society. The purpose of the study is to carry out a comparative analysis of the content of corporate social responsibility (CSR) programs of Russian and foreign oil and gas producers, the status and trends of CSR policy development, performed by large companies operating in the territory of one of the Russian regions, namely, Perm Krai, as well as to draft CSR development proposals. In accordance with study findings, a number of differences was revealed in CSR content of Russian companies. These comprise insufficient state regulation and control, the recurrence of ethical requirements at the acknowledgment of the importance of entering the global market and compliance with international corporate governance standards; insufficient involvement of small and medium-sized businesses into CSR processes, as well as the lack of corporate social programs' effectiveness assessment. Proposals have been drafted in order to coordinate CSR policies on the part of regional and local authorities with a view to formulating priority areas for territory development with corporations' involvement, efficiency increase and transparency of corporate social expenditures. We provide grounds for the need for an integrated CSR development strategy based on intercorporate agreements on cooperation at the state, regional and local levels, using the experience of foreign companies in social programs' scale expansion, their distribution throughout the entire region of deployment and the state as a whole un order to improve the social status of the population. It is important to ensure a more even allocation of social investments in order to level out the differentiation of territories by the level of social and economic development, to create conditions for involving small and medium-sized enterprises into CSR projects that share CSR principles of corporate employees, as well as of the citizens who initiate social projects implementation. In the conditions of Russia's integration into the global market, management and sustainability of the qualitative changes in the economic growth are the only possibility of survival in a global world and subsequent efficient development of the economy due to the growth of a competitive product, as well as the socialization of society. We have revealed the dependences showing that by their economic nature small and medium-sized businesses are initially located in the declining trend of stability and increasing fluctuation and turbulence of economic growth, and therefore always need to lose equilibrium and come out of crisis, moving onto the steady state and dynamic development. In this regard, the provision of economic, financial and technological sustainability of entrepreneurial structures on a new basis is an important economic task, and it requires new scientific research. The article presents the trends of development of the system of small and medium-sized enterprises through dynamic trend and chronotopical cluster analysis. The focus is on the formation of the concept of «a new quality of sustainable development of the economy of an enterprise». We have determined the role of crises in transition to a new stage of development of the system of small and medium-sized entrepreneurship, stages and directions of the transition of the system of small and medium-sized enterprises to a qualitatively new economy.</abstract>

          <abstract lang="ENG">In the face of tough competition, there is an increasing need to use a new approach to building relationships with customers. This means creating and developing loyalty programs that would facilitate establishing and maintaining long-term relationships between the customers and the organization. Today, loyalty programs are used, which are based on receiving rewards, potentially forming partnerships with other companies or acquiring special privileged services. One of the popular classifications of loyalty programs has been devised by Berman, depending on the bonuses provided and the presence or absence of a personalized approach. At present, more and more Russian and foreign companies use digital technologies to create consumer loyalty. Therefore, to solve the task of improving the typology of loyalty programs, it is necessary to use an additional element that will contain gaming loyalty programs, as well as loyalty programs using digital technologies. Thus, the actual types of loyalty programs are: bonus, discount, club, paid, gaming and using digital technologies. To successfully implement and implement technology loyalty programs, a significant amount of resources has to be spent. This should be preceded by marketing research and a detailed description of the target client's portrait in order to fulfill the eligibility criteria and match the gaming practices to the interests of the target segments of the company. Competent application of loyalty programs allows companies not only to increase profits, but also to inspire confidence in the consumers of products or services, gaining a larger share of the market.</abstract>

          <abstract lang="ENG">The main trends in the development of the innovation system of the Russian Federation are considered in the article, as well as the necessity of transition of the economy to an innovative development model, which will contribute to achieving the long-term goals of the state development through implementing the functions of innovations in the economy. The authors prove that these functions have a useful impact at different levels of management: from the world economy to a specific enterprise. Thus, in modern conditions, the problem of identifying and overcoming obstacles in the development of innovative activities of Russian enterprises is becoming more urgent. The article is dedicated to the actual problem of identifying and overcoming obstacles within the framework of innovative activity of Russian enterprises. High economic risk and uncertainty regarding economic benefits from the use of intellectual property are playing the main role in the list of such obstacles. These factors have become increasingly important in recent years, which, in the face of increasing competition, is associated with increasing uncertainty in the competitiveness of innovative products. The authors proved that the solution of the difficult task of forecasting the competitiveness of innovations makes it important to develop a proper method whose correctness largely depends on the ability to take into account the specifics of innovations to the maximum extent. The study identifies specific features and shows that the degree of their impact depends on the novelty and potential of innovation. The specific features revealed allow to formulate the requirements that the method of forecasting the competitiveness of an innovative product should meet. On that basis the authors developed principles for a methodical approach to the solution tasks, such as functional efficiency, continuous development, timeliness, progressiveness, intellectual property protection, variability, completeness of cost accounting.</abstract>

          <abstract lang="ENG">The article reveals the peculiarities of creating a model of resource management of the enterprise in the conditions of development of the modern economy. The basis of this study is the analysis of the production function, showing that economic resources are substitutable and complementary. The aim of this work is creating a model of managing the resources of the enterprise in modern conditions. This work, which is a continuation of previous studies on modeling the enterprise management system, focuses on the interaction in the process of production of resources that have a different nature. This allowed the authors to analyze the reasons for the changes in the results of economic activity, identify the resources that most influenced it, and on this basis to develop a strategy for resource management. Presents a generalized dynamic model of functioning of the enterprise, which is based on differentiation of its resources. The paper shows that human capital plays an increasingly important role in modern conditions of economic development and it became one of the leading factors of production. In this connection, in this generalized resource model of functioning of the enterprise, human capital is a required component. The model allows to design the «»‘image’ of the desired state of the enterprise and has implications for the study of its economic activity from the point of view of production costs. This model can be useful for the analysis of the trajectory of enterprise development, to evaluate the extent to which the manufacturing of its products is due to the increase in physical or human capital, and to what extent it is the result of technical progress and on this basis to predict the dynamics of the total production.</abstract>

Digital technologies allow us to organize and summarize information flows that may not have a common origin, but combining them, it is possible to get a new picture or a predictive model for the development of the strategy and tactics of enterprise management. For the successful transformation of the industry in the digital economy must be at the enterprise level to develop a set of measures to upgrade technology. With the purpose of increase of efficiency of industrial enterprise in the mechanism of controlling the incorporated model of continuous improvement processes – PDСA. The author's approach of strengthening of the mechanism controlling the PDCA model is due primarily to the fact that controlling is a special management system all processes of an enterprise, has a wide range of modern tools improve the quality of management. The article considers the essence and peculiarities of the PDCA model, adapted to the process of technical re-equipment of industrial enterprise incorporated with a controlling mechanism in the framework of the process approach. The implementation of the mechanism controlling incorporating model PDСA might enhance the controllability of the process of technical re-equipment; to coordinate the actions of staff and outside experts, the most efficient way to distribute their duties and to fix responsibilities; to measure and evaluate the actual values of the parameters of the production system of the company; to organize a more effective supervision and monitoring and effective feedback; reasonably and promptly make management decisions during the implementation of the project of technical re-equipment. Directions of further studies the authors see the development of techniques for the application of various technologies for the digital economy at each stage of the cycle PDСA.</abstract>

          <abstract lang="ENG">Relevance of operation is caused by creation of qualitative system of simulation and practice of innovative development of an industrial cluster. The purpose of operation is the analysis of the organization of control of an industrial cluster (set of the enterprises). Creation of the mathematical model, first, defining strategic functioning of a cluster in the framework of innovative development, secondly, aimed at improving the competitiveness of its products on the world market. The decision of the practical (numerical) problems arising in case of strategic planning and forecasting of development of a cluster. The mathematical model is provided by the vector problem of the linear programming (VPLP). Criteria of such task consider focus of each enterprise entering a cluster. Restrictions are work and material forces, production capacities of the enterprise. For the solution of VPLP the methods based on normalization of criteria and the principle of the guaranteed result are used. The strategic plan formed on the basis of the numerical problem of the vector optimization oriented on innovative development of an industrial cluster on the basis of extensive and intensive factors of development of production. The software is in practice developed for use of models of vector optimization. In the practical task correlation head and two auxiliary enterprises of a cluster for implementation of a common goal – release of competitively capable product is provided. In the task of vector optimization restrictions for resources are used: the material, labor and production capacities. VPLP is solved in the speaker on assigned amount of years. As a result of the decision are provided: the nomenclature and volumes of production released by a cluster within five years, including, the first, second and head enterprise; economic indices – sales volumes on each enterprise, volumes of profit and value added of a cluster.</abstract>

          <abstract lang="ENG">The article considers the solution to the issue of improving the quality of maintenance of industrial equipment by forming a new integrated structure, including representatives of manufacturing companies and independent service organizations. A high proportion of physically obsolete equipment at enterprises, a low level of qualification of the personnel servicing it, a low share of automation of the control over the state of equipment puts managers in charge of maintaining its operability, timely maintenance, repair and modernization. All technical and organizational measures have to be carried out promptly and to a high standard, which makes forming a separate structural unit providing the full range of services (warranty or post-warranty repair, information support of consumers, sale of spare parts, introduction of automated systems and equipment modernization) all the more important. In the course of the study the authors substantiate the importance of an integrated structure using the cluster approach that may increase the competitiveness of manufactures and the region in general. The appropriateness of creating the service cluster is justified by the need of improving the current processes of technical support. The article considers the main directions of the service cluster’s functioning. It contains all processes and operations of complex equipment maintenance from design stage to modernization and total utilization. The authors prove the need to involve science organizations for methodical support. A model of the structure of a service cluster is proposed, with a concept of the cluster management system through the creation of a coordination council introduced, and the basic requirements for the organization of service processes defined.The authors give the directions for further research in the theory of integrated structures, the suggestions of development of this system including the algorithms for choosing the participants of the cluster by assessing their utility for the cluster in general.</abstract>

          <abstract lang="ENG">The article is dedicated to forming and developing a mathematical model of an economic ECO-system of the engineering business. The relevance of the goals and objectives of this research is in the necessity of creating a mathematical model that ensures an integrated management including: 1 – creative design management in manufacturing-technological systems, 2 – management accounting within technological stages that are zones of financial responsibilities and 3 – continuous innovation management of an equilibrium operational cycle for converting the manufacturing capital into monetary capital in the form of sold products. The methods of research are based on rethinking Kondratyev’s publications presenting the economic systems of developed countries such as Germany, France, England and the USA for the period of 150 years [1–4]. These studies allowed us to conclude that mathematically the vector fields of monetary flows in an economic system are similar to the vector fields of heat flows in thermodynamic systems. Therefore, the mathematical models of the first and second thermodynamic laws describing equilibrium and reversible thermodynamic processes and cycles could be used for describing the equilibrium operation cycle converting manufacturing capital in a manufacturing-technological system into monetary capital in the form of manufactured and sold products on external and domestic markets. The criterial equation and the system of criteria are created based on an equilibrium approach to the mathematical model. This innovative equilibrium approach allowed us to create a graphical interpretation system used for designing, management accounting and innovative improvement of the conversion operation cycle. Further research will focus on the development of a digital model of equilibrium cycles for converting manufacturing capital into monetary capital in the form of sold products..</abstract>

          <abstract lang="ENG">The value and efficiency of using the working capital are the main conditions for successful activity of a company. Among the issues related to improving the efficiency of the company's activity, the issues of rational use of the working capital take an important place. The purpose of working capital control occurs in all industries and at different stages of the life cycle. Financial cycle management has a special place among the elements of the working capital. The financial cycle combines all the elements of the working capital, therefore, by controlling the financial cycle, it is possible to develop a common policy of all components of the working capital. This article analyzes the impact of the financial cycle on the efficiency of Russian companies at the stages of growth and maturity. The research is based on the data of Russian retail and production companies during the period of 2010-2015. The method is based on a quantitative analysis of empirical data. We used regression analysis methods. The results show that to increase the efficiency of the companies,  the period of turnover of the working capital components should be reduced. Testing the non-linear dependence of the company's profitability on the financial cycle allowed us to determine the optimal length of the financial cycle in different industries and stages of the life cycle. The results showed that the quadratic dependence is confirmed for production companies at all stages of the life cycle and for retail companies only at the stage of maturity. At the stage of growth these companies need to minimize their financial cycle. The optimal level of the length of the financial cycle for the industrial sector companies at the stage of maturity is about three times greater than for the companies in the growth stage. The changes in the working capital have stronger effects on growing companies than on mature companies. This effect should be considered when making financial decisions and in developing strategies for working capital management.</abstract>

          <abstract lang="ENG">The article summarizes the existing theoretical approaches and domestic practice of development of business related to building business models in some industries. Years of experience with major engineering companies allowed to update the conceptual model of value creation. The notion of business efficiency, in accordance with which the business efficiency is understood as increasing the company's value provided the minimum required cost of capital. This approach allows real management to monitor business efficiency and shape the drivers of increasing cost. Attention is paid to the approach of VBM (Value Based Management) in accordance with which top management focuses on management decisions to maximize the market value of companies, corporations, holdings. Accordingly, the management cost can be interpreted as an ongoing process, allowing to increase shareholder value and directly influence the adoption of business solutions. Investigation of the efficiency value drivers of the company held by the authors ' method. A selected number of companies and indicators for monitoring, the company is implemented in terms of «Revenue» from the maximum value to the minimum and ranked according to analytical indicators. Derived the dependence of the value of the company from the analyzed parameters. Special attention is paid to economic and financial indicator EVA. Outlines its role in determining economic profit, company value and long-term characteristics of its activities. Studied the feasibility of using indicator ЕVA as a mechanism for internal control of operations, investment decisions of the company to ensure compliance and exceeding investors ' expectations. In conclusion, the paper summarizes the main results and identifies directions for further research the effectiveness of value management.</abstract>
