          <artTitle lang="ENG">Institutionalmethodic support of state development programs as strategic planning tools</artTitle>

          <abstract lang="ENG">State development programs in Russia are important instruments of strategical planning and economic development. The article analyzes the institutional and methodological support of the implementation of government programs. The methodology of research is system approach. The purpose of research is identification of planning and implementation dysfunctions of state development programs in Russian Federation. Objectives of the study: the allocation of types of planning dysfunctions; characteristics of the planning dysfunctions on the example of the state program «Development of agriculture and regulation of markets of agricultural products, raw materials and food in Kostroma region for 2013–2020 years». Research methods: structural analysis of the passport and reports on the implementation of the state program of the Russian Federation; a comparative analysis of documents of legal and methodological support of planning and implementation of the state program. The article identifies and discloses the following dysfunctions of planning: 1) incomplete compliance with the goals, objectives of the program, the target set of indicators; 2) in the proposed target indicators of passports of the state programs are many dynamic parameters and few parameters characterizing the structure; 3) in the target indicators are not taken into account the ratio of growth rates of the subsystems of the economy; 4) lack of a system of target indicators for each management level (Federal, regional, local); 5) the non-substantiation of the target values; 6) ignoring the specifics of the regional economy; 7) the non-substantiation of the method of calculating the level of effectiveness of implementation of the state program. The paper gives a characterization of the dysfunctions of the following institutional systems: 1) inconsistency in legal requirements or the possibilities offered by the legislation (e.g. public programs), the structural conditions and financial resources of individual regions, municipalities, enterprises, etc.; and 2) dysfunction of non-compliance of formal institutions.</abstract>

          <artTitle lang="ENG">Institutional features of collaboration in organizational structures of innovation economy</artTitle>

          <abstract lang="ENG">The article is dedicated to the problem of forming institutional structures of innovation economy. It is discussed that network transactions have become the leading form of interaction between economic subjects in modern conditions. A collaboration is understood as a form of joint activities for finding creative solutions of innovative tasks. The collaboration of the network’s participants is the cornerstone of the advantages of network transaction. The main institutional characteristics of collaboration are generalized. The need of a special institutional environment as major factor of success of joint work within collaboration is proved. Trust and a number of principles occupy an important place in the institutional environment of collaboration. These principles include participation, transparency, independence and others. Attributes of the mechanism of management of collaboration are considered. They are self-government and project quality. The main benefits of the collaboration participants are associated with the marketing appeal; unique competencies of participants; more full capacity; additional revenues from the sale of intellectual property. The collaborative process based on risk is the likelihood of opportunistic behavior by the participants of the collaboration. Criteria of classification of cooperation in the form of collaboration are offered. It is proposed to study the institutional characteristics of various phenomena with collaborative nature and the financial and economic mechanisms of the collaboration processes as promising directions for further research.</abstract>

          <artTitle lang="ENG">The analysis of development strategy of the region's industrial complex</artTitle>

          <abstract lang="ENG">The paper discusses the regional development strategy of the manufacturing industry. The analysis showed that the scientific literature focuses on the cluster model. It uses its import substituting and interregional modifications.  The aim is the identification of strategies for the development of the region's industrial complex, resistant to external shocks. The study used techniques such as: comparative analysis of various theoretical concepts, comprehensive analysis of statistical data, analysis of regional planning documents, correlation analysis, grouping method, and systematization of the results of the study. The following indicators were used to evaluate the effectiveness of the strategies: the index of industrial production growth, as well as the share of investments in the GRP, as well as the cost of technological innovation as a percentage of GRP.  The analysis of planning documents of the North-West Federal District of the Russian Federation has shown that regions generally declare the investment, innovation, investment and innovation, as well as cluster (sector) development strategy for the manufacturing industry. Practical aspects of the development strategies for the manufacturing industry were studied for the regions of the Central and North-Western Federal Districts. Comprehensive analysis of the statistics shows that the investment, investment and innovation and sectoral strategies are the ones most widely used. At the same time, these strategies for the development of processing industry established in the region in the pre-crisis period have shown a variety of sustainability to external shocks. The investment-innovative development strategy of the region's industrial complex showed the greatest resistance. The currently prevailing favorable macroeconomic conditions for the development of the manufacturing industry make further research into the problems of transition to investment and innovation strategy particularly urgent.</abstract>

          <artTitle lang="ENG">Strategy of development of innovation clusters as an alternative of import substitution (on the example of pharmaceutical branch)</artTitle>

          <abstract lang="ENG">The authors analyze the complex problems associated with the formation of regional industrial clusters of really innovative type, with the introduction into the activities of the real economy scheme of public-private partnership, with the revival of the national pharmaceutical industry, in particular pharmaceutical industry and medical equipment industry. Solution of these problems, according to the authors, provide a procedure for import of foreign drugs quality Russian pharmaceuticals, which is currently the most important problems facing the society and the state. Degradable materials demonstrate the relevance of the issues raised in the article. The authors consider the pharmaceutical cluster of St. Petersburg, activities, participants, members of these relatively new form of territorial units, analyze the innovative activity of a number of existing companies a bearing producing both generic and original commercial products with innovative features. To identify the innovative leaders in the urban cluster applied technique of multidimensional comparative analysis in relation to the activities of the five relatively successful participants of the St. Petersburg pharmaceutical cluster. Were selected for analysis the important technical and economic indicators of commercial activity, one way or another reflect the industrial innovation. Draw the necessary conclusions, are specific proposals on the applicability of the recommended method of comparative analysis. It is shown that when overcoming any serious economic problem of modernization irrespective of its scale at the level of separately taken region the operational decision on places of questions of social and economic development and creation of necessary innovative potential is of particular importance. Thus the role of the state consists in creation and initial financing of necessary infrastructure for innovative activity of all types and forms and it is desirable according to efficient schemes of PPP/ChGP. Authors consider that further researches of the considered problems have to be connected with creation of the independent system of statistics estimating exactly and only innovative activity of economic subjects of pharmaceutical industry and also with development of the reasonable criteria of production localization of LS/LP released by domestic pharmaceutical clusters.</abstract>

          <artTitle lang="ENG">Strategic planning of small and mediumsized business development: adaptation of innovation voucher schemes to russian conditions</artTitle>

          <abstract lang="ENG">The subject of the research described in this paper is the state stimulation of small and medium-sized enterprises, and using the innovation voucher successfully employed in international practice as one of the instruments for introducing the RIA culture into the Russian business environment.  The innovation voucher is an instrument which can provide a solution to several problems. Firstly, the innovation voucher can stimulate the SMEs’ demand for innovation, as a tool of targeted funding not providing free monetary funds but allowing to pay for service/work (which ensures innovation in the enterprise that is the recipient of the voucher) at par value. Secondly, the innovation voucher could be a catalyst for development including the SME sector of manufacturing, which is especially important in a period when the rate of economic development of the state is directed to mobilizing its own resources and to import substitution. And finally, using innovation vouchers will allow to additionally fund state educational and research institutions in order to develop practice-oriented RIA, as a preference when choosing service providers should be given to such institutions. According to Ilyina and Sergeeva, integrating this instrument may serve as a stimulus for the development of small innovative entrepreneurship, educational and research institutions or demand for innovation, deserves attention.  The article analyzes foreign experience of implementing voucher schemes. The main conditions for providing innovative vouchers within the EU are described, as well as the possibilities and methods of their application in Russia in accordance with economic, territorial and other factors.  Taking into account the territorial features of Russia and the need for relatively uniform development of regions, it is proposed to introduce a regional voucher scheme based on existing SME support centers in each of the 85 subjects of the Russian Federation. The authors have developed a draft provision on the «Innovation voucher» program, which includes general provisions, requirements to the participant of the program, the project and the concept of an innovation voucher and the mechanism of its granting. The analysis of the existing experience of voucher schemes identified their main characteristic features and determined approaches to risk management.</abstract>

          <abstract lang="ENG">Goal setting and actualization of management functions in corporate development are the most important objectives of strategic management. The efficacy of this process relies on the goal validity, the nature of suggested actions and their timeliness. Most frequently, mistakes in strategic corporate development lead to significant decline in a corporation’s state or even to its complete cessation. Analysis shows that successes in strategic management stem from managers’ intuition rather than scientific study of the problem. Potential ingrained in the ideas of strategic development might reveal itself in time periods comparable to a human lifetime. That is why scientific rationale for strategic management decisions requires an exploitation of methods of equal complexity. One of such methods is the system method. Modern system approach includes several directions that have shown great progress in elaborating the techniques for system research of complex objects, like the transdisciplinary approach. The application of it allows to enforce the standard character of the decisions made. The quintessence of suggested method is that in its development, the system is susceptible to changes of a certain type in every given development period. Basically, the feature of the action and the feature of the event must match. The usage of tools like the multiplex wave and the transdisciplinary model of information order unit allow to determine the feature of actions and periods, and calculate their calendar longevity. The results of a retrospective analysis of development of a group of corporations in various fields indicated a high degree of congruence between actions and periods. Therefore, the application of transdisciplinary approach helps elevate the degree of scientific validity of decisions in the area of strategic management because it provides an opportunity to calculate the calendar dates of development of actions, their actualization and control their completion.</abstract>

          <abstract lang="ENG">Development of space researches is manifestation of the highest achievements of science and technology. It is concentration of world achievements of basic researches, materials science, technologies, electronics and other scientific and technical directions. The space-rocket complex is the most difficult and perfective aspect of modern equipment. Now it is necessary to divide near and far space. They differ in tasks, technical providing, «proximity» of results of usefulness. If at the first stage of space activity break out of limits of terrestrial gravitation was the main achievement, the directions of activity of the person in the conditions of space, a vstroyennost of it elements, taking into account its features, in terrestrial processes, search of effective application of opportunities of space in interests of quality of life on Earth, safety of Earth extend now. Start and maintenance of separate satellites and satellite groups, expansion of activity of the person in the conditions of space station development of materials, equipment, electronics, optics, information technologies, television and communication pushed. There were essentially new composite materials, microelectronics, technologies of transfer of large volumes of data, mobile telecommunications, solar batteries of the electric power, system of automatic control. Space researches everything are included into life of all mankind more deeply, start playing the increasing role in economy, have a great influence on increase of welfare of the people of all countries that speaks about relevance of a subject of article. By authors it is shown that space activity is defined as one of spheres of activity that allows to use the tendencies which developed in the developed spheres, first of all the air environment for its development; space technologies are the factor stimulating innovative development of national economy. As a result of researches classification of types of space works, the principles of an assessment of its efficiency are offered. Considering emergence of new market space – space works and services, the mechanisms stimulating development of space branch are offered.</abstract>

          <abstract lang="ENG">In modern Russian economy clustering is one of the most important prerequisites for boosting the innovative activity of the region and increasing its competitiveness. Clusters are an effective form of integrating different types of resources: natural and raw, material, financial, labor. It also provides to its participants competitive advantages and interrelations. The object of research are the subjects of the North Caucasus Federal District (NCFD), the subject of research is the dynamics of social and economic processes of subjects of the district, factors of formation of clusters. The goal of the study is determining the major factors of the lag in the development of the main macroeconomic indicators from the average Russian level, justification of the priority directions of cluster development. The comparative analysis of various theoretical concepts, the complex analysis of statistical data, systematization of results of research are performed.   The analysis of the existing control systems of territorial clusters is carried out and the use of two main models of cluster formation in Russian practice is established. The level and dynamics of the main macroeconomic indicators of the North Caucasus Federal District and its subjects in comparison with the average Russian achievements are considered. The specifics of the district are shown and the main reasons for the lag and a crisis state are defined, the resource potential is determined, the priority directions of the long-term social and economic development are established. The study considers the problems of economic growth of the subjects of the North Caucasus Federal District and the major factors of using the cluster approaches.    The research conducted has revealed that the North Caucasus macroregion experiences serious difficulties with achieving its development potential. The problem of finding the internal and external reserves of the region is especially urgent in connection with the imposition of sanctions and the need to stimulate the domestic scientific and technical achievements, and the innovative development of regions.</abstract>

          <abstract lang="ENG">The article analyses the major external and internal factors contributing to instability market economy in general and the work of the diversified enterprises in particular. The authors show the role and importance of strategic planning for the long-term development of domestic diversified companies. The article identifies the key features of strategic planning for these enterprises in conditions of instability. The authors prove the necessity of creation of the system of integrated corporate planning. The result of the operation of this system should be a special set of planning documents, which occupies a leading role in the overall strategic plan. The basis of such a plan should be chosen a strategy of diversification. The main instrument for the implementation of the diversification strategy is integration. Penetration of corporations in other industries is carried out primarily through acquisitions, mergers and takeovers of enterprises in these sectors. Use a how to integrate predetermines the kind elected diversification strategy. With this in mind, the authors propose the classification of main varieties of diversification strategy, implemented by major companies. With regard to strategies of vertical, horizontal and conglomerate diversification examines their specificity and possible areas of application. Formulate practical recommendations on the application of these strategies in unstable conditions. The article analyses the processes of the general organization of strategic planning and the development of specific sets of different planning documents. Showing examples of application possibilities in these processes technology road mapping. Defined sequence and analysis of the major phases of operational management process implementation strategies and plans. The authors substantiate methodological approaches to the analysis of the effectiveness of the implementation of the strategies and plans on basic steps to implement them. Due to the need to create a special control system of diversified companies for emergency management.</abstract>

          <abstract lang="ENG">Reorganization activities in the enterprise require a systematic approach to assessing the results of particular projects and to forming a portfolio of related projects to implement changes. The systematic approach for business changes analysis involves the consideration of any organizational change in the context of enterprise architecture: it is necessary to take into account the interconnection and interdependence of business processes, organizational structure, information systems, information technology infrastructure and other components. Currently, in order to improve competitiveness and to meet the fast changing business conditions, more and more companies are implementing projects integrating or modifying architectural solutions such as: business process reengineering projects, organizational structure reforming projects, information system implementation, etc. Unfortunately, the problem is often solved separately from the related components of enterprise architecture, which results in unsatisfactory outcome of such projects. Effective implementation of architectural solutions requires a comprehensive analysis of the proposed changes: the reorganization of one of the layers or individual elements of the enterprise architecture entails a change in the requirements for the elements in other layers. The value of the components of the enterprise architecture is defined by a set of services that are provided by these components to each other. Therefore, services are considered to be a universal tool for aligning architectural layers and creating a balanced enterprise architecture. In this paper we formulated a stepwise algorithm of the service-oriented analysis of architecture, defined the methods of service requirement identification and demonstrated the use of the algorithm in a specific project.</abstract>

          <abstract lang="ENG">Nowadays, modern manufacturing companies aim to maintain a sustainable growth and gain leading market positions. For achieving this objective, an industrial enterprise needs to ensure the required quality and product competitiveness, for example by increasing the efficiency of the manufacturing process. Thus, it is essential to introduce a cost management activity into the general management system of the company. Main functions of cost management systems are the following: cost forecasting and planning, accounting, analysis, control and decision aid. The choice of the most appropriate and effective approach for the cost management is crucial in this prospective. The current study analyzes existing cost management models, their advantages and limitations. We argue that none of the existing cost management systems can provide managers with sufficient information and ensure all system functionalities. The drawback of traditional cost management systems is focusing mainly on accounting, operation management and internal organization environment. Modern cost management models focus generally on strategic management and thus can overcome certain limitations of traditional systems, but still they possess their own drawbacks. Consequently, when developing a cost management system, it is worth combining traditional and modern cost systems retaining their advantages and suppressing their individual drawbacks. In particular, we suggest to combine within a single cost management system a «standard-costing», «life-cycle-costing», «target-costing» and «kaizen-costing» concepts.</abstract>

It reflects the high level of integration of smart-technologies, environmental safety and resource saving, a new society with a smart culture. The harmonious coexistence of man and nature is possible with the functioning of the innovation economy through the introduction of smart technologies; setting and enforcing laws on the protection of the environment; the adoption and application of standards, guidelines and instructions, introduction of quality management systems and social support of the population; the transition to modern resource-saving, environmentally friendly technologies; the use of systems of sewage treatment; the dissemination of the fundamentals of ecology, guidance and training of staff in organizations; the use of alternative energy sources (energy of Sun, wind and water); the collection and sorting of garbage; recyclable waste; prudent use of natural resources; the introduction of environmental regulation; the formation of the smart-society, providing collective intelligence, spirituality, social responsibility and justice, having a collective network competence.</abstract>

          <abstract lang="ENG">The cluster as an economic phenomenon has been attracting the attention of researchers for the past twenty years; however, the principle of obtaining a synergetic effect through concentrating enterprises within a geographically isolated territory is not new. Сomparing the works of economists of the Soviet regionalization school and the definitions of the «cluster» category in the Western literature, we proved that the concepts of the economic region, the industrial complex and the cluster are synonymous. Within the framework of the planned socialist economy with the economic security priority, the competition was excluded from the subject of the study as this gap persists in the works of modern Russian researchers. Economic regions require an individual approach to each region, taking into account its unique features, strengths and weaknesses; in this regard, the authors examined the features of the Far Eastern Federal District and its specific place in the Russian economy, which is connected with the geographical location and with an extremely low population density. The authors assessed the socio-economic characteristics of the Far Eastern Federal District for the 1995–2014 period, assessed the investment climate and the potential of the region. We have shown the priority of the cluster-based approach in formulating and implementing the development of the Khabarovsk Territory, discussed new forms of spatial organization of the productive forces in a dedicated area with special economic regimes. A comparative description of the innovation cluster area and the territory of priority development of the Khabarovsk Territory made it possible to conclude that both forms have the cluster principle of organization, and the cluster approach should be regarded as the best way to organize regional space from the perspective of the strategy of sustainable innovation development.</abstract>

          <artTitle lang="ENG">Approaches for evaluating the infrastructure subjects of the municipal knowledge market</artTitle>

          <abstract lang="ENG">Relevance of the chosen subject of research is caused by the fact that the development of innovative market economy requires a more flexible reaction of the education system and its mobility. Combining the training process with the operating activities of a production enterprise is necessary, and the subjects of the infrastructure of the regional knowledge market are therefore required to complement the state system of bachelor training by personnel training aimed at specific jobs at the production enterprises of the region.  The purpose of the study is in developing an approach for evaluating the competences of university graduates on the regional knowledge market, and developing instruments of innovative management providing profitability and financial independence of public educational institutions on this basis. In accordance with the purpose of the study, the following tasks are solved: analysis of the performance of the Vologda State University and similar institutions by the method of operating cycle, development of the innovative project helping to achieve the optimal criteria of the operating cycle, efficiency evaluation of the "Innovations" bachelor training program.  The performance parameters of the universities were analyzed by the method of operating cycle. We have revealed the need to develop an innovative project aimed at achieving the optimal criteria of the operating cycle. We have offered an approach for organizing educational activities as a continuous process of developing innovative projects. We have paid special attention to investors that are the entities of the engineering business and the subjects of the regional knowledge market. It is proposed to use a monetary equivalent of the cost of gained knowledge as the economic result from investing into educational programs.  As the performance of professionals depends on the level of their competence and the amount of gained knowledge, a conclusion can be drawn on the correlation between the size of the compensation and the knowledge gained by a graduate during the training process. The performed evaluation has shown that on average, the cost of knowledge of the VoSU graduates is estimated by employers at 15 322 rub., or 2.5 minimum wage rates per month. In 4 years the return from the knowledge constitutes 735 456 rub., which is 2.26 times more than the investments (costs) for obtaining this knowledge.  A possible application of the study is using its results for increasing the profitability and financial independence of higher education institutions.</abstract>

          <abstract lang="ENG">The future development of the Russian economy is impossible without transforming its production and economical policy, without a focus on creating a production system and a consumption culture in the economy of technological and renewable resources. Currently this process is carried out with the active participation of the government. In particular, starting from 2014, recycling programs for end-of-life vehicles (ELV) are implemented. Available experience here cannot be called very successful: the program does not encourage its members to actively modernize the vehicles, introduce new technologies, comply with contractual obligations and so on. Indirectly this indicates the immaturity of the incentive mechanisms of the program. In this regard, we suggest using the scenario-modeling methodology to substantiate efficient and effective program measures and mechanisms. Based on the general scenario paradigm, a system of mathematical models was proposed and implemented. It is implemented based on the simulation model supported in AnyLogic environment. The processing unit contains a set of library functions that provide the planning of the scenario experiment; implementing the scenario-modeling system; generating scenarios; processing and storing the results of computational experiments; analyzing and clustering the scenarios, creating the prospect sets of control parameters; making reports and etc. The model study allows determining the ranges of acceptable values of the ELV recycling program parameters to ensure its effective functioning as well as to assess the effects of government subsidies to the ELV recycling system in general.</abstract>

          <abstract lang="ENG">The article presents the approach to advancement of management of innovative and industrial development of the Russian Far North. This region is crucially important for stable economic and social development of the whole Russia. Nevertheless, the economic and industrial declining taking place in the Far North regions during the last decade forces to look at the task of reindustrialization based on the innovative way of development as a very topical issue. The article proposes the System of Regional Indicators as a possible tool for regional strategic industrial development planning applied to the Russian Far North. The basic element of the System of Regional Indicators application is the strategic maps elaborated for the every component of System of Regional Indicators, namely regional finance; industry and entrepreneurship; society and market; education, development and innovations. The study describes the indicators for every component of System of Regional Indicators. The System of Regional Indicators allows presenting the process of governing of innovative and industrial development in a very illustrative form and helps to identify weak points of every region. The System of Regional Indicators gives also an opportunity to control the process of achieving goals of regional development. To differentiate the attitudes to different regions the study uses the cluster approach to the Russian Far North regions and identifies five clusters according to the level of their innovative industrial development (high; above average; average; below average and low).</abstract>

          <abstract lang="ENG">At present innovative territorial clusters are considered to be the centers consolidating the results of intellectual activity and allowing the industry to assimilate the innovative production based on science, education and industry integration. According to Yakovets, the international community keenly monitoring the background for the innovative breakthrough scenario of the upcoming global transformations described earlier by many scholars of the postindustrial paradigm set in the 1920s-1930s in the theory of prediction and cycle, crisis and innovations doctrine by Kondratyev and Shumpeter and others, as well as Leontyev’s balance macro-forecast method. The economy of cluster organizations differs from that of other legal entities and requires specific research methods for assessing the performance of both a regional cluster as a whole and of its subjects taking into account their proportion in the cluster’s final production. Therefore, it is important to predict the price indicators of cluster product efficiency on the basis of micro-forecasting the balance of costs and results of manufacturing the innovative production. Kargopolov’s matrix formula developed on the basis of Leontyev’s "input-output" balance method and the technical, industrial and financial plan of the Soviet period is verified as a tool of modern economic-mathematical modeling for calculating the costs of cluster innovative production including prime cost calculations. The matrix formula used as a modern economical and mathematical micro-forecast tool allows to define the cost indexes including the prime cost indicators of the cluster’s innovative production. This versatile formula allows identifying production efficiency both of the final cluster product and intermediate cluster production components produced by different economic agents of an innovative cluster, including those located in a macro-region with various territorial factors affecting cluster production costs in the market. The article shows the possibility of using Kargopolov’s matrix formula in calculations to determine the cost of building composites produced with effective solutions using energy-saving technologies.</abstract>

          <abstract lang="ENG">Analysis of Russia's economic development revealed the existing dependences of innovative potential of the industrial sector companies. The problems of organizing an effective system for managing their potential were investigated. It is both necessary and expedient to use the scenario approach to managing the innovative activity of an enterprise. The business model of innovative development of enterprise is offered. Realization of the model allows to plan and develop innovative activity taking into account the parameters that are important for the performance of the enterprise. The model is based on intercommunication of possible strategies. We determined the relationship between the business model and the system of strategic planning of the enterprise. The process of planning the innovative activity of the enterprise was formalized. It allowed to adequately estimate all intercommunications of an enterprise. We performed a comparative analysis of the scenario approach to managing the innovative development of the enterprise and strategic planning for its innovation. This revealed significant advantages of the scenario approach to strategic planning. Additionally, the study discovered that these management approaches are not mutually exclusive, and, as they complement each other, they should involve cooperation and synthesis. The paper shows that it is expedient to build the methodology for forming a strategy for the innovative enterprise development on the multilevel approach basis. This allows to determine the strategic objectives of the innovative enterprise development at all management levels. We have defined the concept of the potential and established its main characteristics. It was proved that it is necessary to identify trends, dangers, opportunities that have an impact on the choice of competitive enterprise strategy. It was found that strategic planning of innovative activity of the enterprise should be based on a system approach to the management of organizational change.  The concept of business model options for future development of innovative activity of the enterprise should be based on a strategic planning system.</abstract>

          <abstract lang="ENG">Strengthening the role of the government in the investment field at early stages of business development for giving impetus to the growth of the Russian innovative economy and providing its competitiveness is connected with forming and supporting the sowing funds, business accelerators, business incubators, science and technology parks. Despite the ongoing crisis, it is necessary to do systematic work on creating a system of startups whose value assessment requires specialized approach. It is especially complicated at the early stages of business when newly created firms have not reached profitability level. The purpose of the article is considering a technique for assessing the pre-investment cost of startups taking into account the Russian and world practice. Some methods are the basis for the estimative approach: scorecard, venture capital, Dave Berkus, risk factors summation. Their benefits and shortcomings, and algorithm of use are reflected in article. Moreover, the authors have illustrated the features of application for the startups which are not receiving a sufficient amount of profit, so it is not possible to estimate their costs by means of traditional methods of profitable and alternative approaches. The basic factors determining the cost are the quality of the managing team, the possibility of business growth, a competitive environment, the promotion of products/services, partnership, the need for additional investments. For searching the preliminary results of an assessment it is necessary to use three methods allowing to calculate the average cost. Besides, the article describes the order of eliminating the results considerably different from average sizes. As the activities connected with an assessment of startups are mostly in the heuristic sphere, the authors have emphasized the importance of collection and analysis of statistical information about venture funding at early stages of business development.</abstract>
