          <artTitle lang="ENG">Estimating potential effectiveness of problem solving</artTitle>
        </artTitles>

          <abstract lang="ENG">The article presents basic provisions of estimating cumulative effectiveness of the solution to a problem situation, allowing for possible historical, political, social, scientific, technical, environmental and economic consequences. The author comes up with the definition for the concept of «effectiveness of problem solving» as an extent of the expected achievement of a strategic or tactical goal by an economic agent through resolving a problematic situation. The author analyzes factors which influence effectiveness: importance of agents' goals, estimation of resource capacity for goal achievement, possibility to assess positive and negative consequences of problem solving and risk taking, estimation of possibility to localize negative consequences. The article describes examples of implementing strategies of particular industrial enterprises which have different estimation of problem arising prospects, and also results of the statistical research on the choice of a preferable strategic option for an enterprise are given.</abstract>

          <artTitle lang="ENG">Spatial aspects of russian economic growth: analysis and evaluation of innovation component</artTitle>

          <abstract lang="ENG">The article considers different approaches to the concept of «economic space» and provides the author's definition of it. The growth dynamics of the gross regional product as an indicator of spatial development is analyzed. Changes in the spatial performance indicators of Russia's economic growth are studied. A high degree of differentiation of the Federal districts of the Russian Federation is inferred, in particular, by the main indicators of business activity, which requires effective public policy. The goal of such policy is to project an innovative scenario of the long-term socio-economic development of Russia until 2030, aimed at reducing regional disparities. Formation of the system of regional clusters at the level of Federal district is suggested.</abstract>

          <artTitle lang="ENG">Sustainable development as top priority of social and economic policy of the region</artTitle>

          <abstract lang="ENG">The article emphasizes the necessity of multilevel approach to providing sustainable development of countries, regions, municipalities. It requires adequate social and economic policy. Thus, special attention is paid to its social component related with education, health care and social protection of the most vulnerable strata of population. The features of the social policy in the developed countries and in Russia are described. The authors suppose that the Russian Federation and its regions need a new type of social policy. The regions play the key role in the problem of sustainable development of the Russian Federation. A lot of attention is paid to social and economic policy in one of regions of the Russian Federation, the Republic of Mordovia. Although this region has witnessed positive tendencies in the development of the economy, production and social infrastructure, we can see it is falling behind the average Russian indicators characterizing the level and quality of life of the population. A solution to social problems in the region, which were identified in the course of the conducted research, is proposed on the basis of measures which have been taken in the Republic Target Development Program of Mordovia for 2013–2018. This target program has been developed by the authors of this article.</abstract>

          <artTitle lang="ENG">Vector analysis of regional cluster initiatives</artTitle>
        </artTitles>

          <abstract lang="ENG">Research paper discusses the development of regional industrial clusters. Cluster initiatives are a popular instrument of public policy everywhere in the world. The article considers aspects of integrating structural elements of the cluster  as well identifying opportunities and challenges during the formation of industry clusters. The findings suggest that the cluster-oriented policy of the industry contributes to employment growth, investment and fast spread of advanced technologies in the economy. The empirical study investigates a regional cluster in the Kursk region. A vector analysis of cluster initiatives of the Kursk region allowed us to create priorities for the implementation of cluster projects on major industries and occupations. The formation of clusters is seen not only as an integration process that takes place within the industry, but also takes into account the interaction between cluster members within the system and with other institutions outside the spatial localization. The development of cluster initiatives in the region will enhance the competitive advantages of the territory and improve the efficiency of production through investments from external  resources. The authors give recommendations on the formation of regional industrial clusters.</abstract>

          <abstract lang="ENG">Nowadays the solution to the problem of housing sufficiency and availability in Russia is a strategically important problem of the state. This goal is expressed in financing a wide range of social programs in the considered area and support of housing projects. In the article the authors analyze the current state of the housing stock in Russia, research problems of housing deficiency in a historical aspect and explore tendencies of housing development both on regional and national levels. Assessment of the housing stock regarding qualitative and cost characteristics is an important component of the analysis. The authors suggest and calculate a complex amenities indicator of housing stock for Russia and for foreign countries and, as a result, make a comparative analysis; they also analyze dynamics of the ratio between population income and housing cost in the country.</abstract>

          <artTitle lang="ENG">Development prospects of the world energy industry over the period up to 2040 and outcomes for the russian fuel and energy sector</artTitle>
        </artTitles>
        <abstracts>
          <abstract lang="ENG">The article reviews the main provisions of the World and Russian Energy Sector Development Projections for the period until 2040. The projections are built with the SCANER modelling and information complex, which uses optimization, econometric analysis and a balance approach. The article reveals three scenarios of international energy markets development and presents key possible changes. Each of the scenarios envisages factors that have a potential to affect Russia’s economy in general and the energy sector in particular, and the characteristics of such influence are provided in the third section of the article. Within the Baseline scenario, the contribution of the energy sector to Russian GDP will decrease by half over the period until 2040. Therefore, although the energy sector will continue to be the basis of the Russian economy, it will cease to be the engine for its growth. Russian economic policy will have to face the necessity of reducing the country’s excessive dependence on oil and gas revenues. The «New Producers» scenario gives a more pessimistic outlook: Russian supplies to the world oil and gas markets are being pushed out by cheaper production in other countries. The «Other Asia» scenario, on the contrary, provides a window of opportunity for Russia to strengthen its presence in the rapidly growing Asian market. In any of the scenarios, the Russian energy sector will continue to make significant contribution to the economy in absolute terms, but other sectors will have to deliver the economic growth.</abstract>

          <abstract lang="ENG">The article considers the essence and experts' views of the concept «Industrial policy» and presents approaches and stages of forming the Industrial policy. The author analyzes the state and development trends of St. Petersburg’s industrial complex and formulates the main directions of implementing the industrial policy in St. Petersburg. One of the tools of implementing the state industrial policy is the mechanism of forming the enterprise production program. The author explains the essence of the targeted approach and determines main members of the new technology production process, on the basis of which the production program of the enterprise is presented as a system. This system represents a set of activities determined in space and time, agreed by the content, performers, dates and resources. These activities are of industrial-technological, organizational and socio-economic nature aimed at solving common problems, common goal. The author presents the mechanism of forming the target program of new technology production, which reflects peculiarities of the development of modern complex technical systems. The author formulates the general task to form the target production program, introduces indicators and presents the mathematical model of production optimization for years of a planning period and in the long term.</abstract>

          <artTitle lang="ENG">Studying the possibility for the russian economy to change over the innovation-oriented development model</artTitle>

          <abstract lang="ENG">The dynamics of innovative development of the Russian Federation in the context of key innovation performance indicators is researched over the past decade (2003–2012). The main tendencies of innovative development of the country are revealed and the current situation and prospects of the Russian economy to change over an innovative socially oriented model of development are evaluated. The achieved level of innovative development indicators is compared to the target ones, identified in the Strategy of Innovative Development of the Russian Federation for the period until 2020. Investigation of possible changeover of the Russian economy to an innovation-oriented development model has allowed taking the following actions: in due time identify and solve problems with the use of innovative tools in the areas with low entrepreneurial activity; facilitate close interaction between science, business and the state when implementing innovations; ensure attractiveness of investment and personnel for innovative activity; evaluate the effectiveness of science and education institutions, infrastructure, innovation and business innovation, focusing on international standards; stimulate competition in the field of research and development; coordinate the federal budget, tax, foreign trade and other areas of social and economic policy of the state to effectively address the core problems of innovative development of Russia.</abstract>

Formulating, in its turn, the requirements for the quality of life one can thus stimulate economic development  in terms of better satisfaction of the corresponding needs of human beings. Taking into account the growing need for  knowledge in modern society, which acts as an inherent part of the quality of life and at the same time a condition for economic development, the obvious conclusion should be made about the critical importance of measures designed to improve the quality of life for the innovative economic development. In this case it is essential to  bear in mind that the quality of life is based not only on knowledge, but also on many other components. Therefore, the author of the article regards the quality of life as a tool for the innovative economic development.</abstract>

          <abstract lang="ENG">In the article the authors consider the basic mechanisms of interaction between the state and business for the innovative development of Russia, as well as measures of improving the system of state order for priority innovation projects in order to overcome negative consequences of the economic sanctions against the Russian Federation. The article analyzes experiments in the area of providing effectiveness of macroeconomic regulatory mechanisms in the country's economy. The authors propose the mechanisms of interaction between the state and business which are targeted at the creation of the economic environment, in order to ensure the formation of a long-term investment resource in the Russian economy within the framework of public-private partnership. The article validates innovative measures to create a competitive product and realize the priority investment projects which have the status of state order and which ensure the medium-term economic security and independence of the country.</abstract>

The descriptive model of the innovation commercialization process was proposed. The model is built on the value approach which determines the growth of the enterprise market price as a criterion of the commercialization. It was suggested to use the key success factors in evaluating the effectiveness of the innovation commercialization. In order to assess the growth of the company market value, the authors offer to use a method of economic added value and to incorporate the elements of economic added value in the system of evaluating personnel and business units.</abstract>

          <abstract lang="ENG">The article presents the main theoretical and methodological aspects of project management in the service sector, including projects in tourism. It specifies that the object of control is tourism products. In this regard, the paper presents main properties of tourism products as control objects at the stage of their design. Until recently in Russia the concept of «project» was used mainly in the technical field, implying a collection of documents for a specific object. Later, project management became the economic concept, including different industrial and commercial activities. Afterwards, this resulted into the need to manage projects in the service sector and tourism. The authors offer a detailed and more accurate definition of «project». The paper shows the relationship between the project lifecycle and tourism product as a commodity. The tourism product as a commodity has its own life cycle, the duration and structure of which is determined by the market, i. e. the demand of consumers. The specified life cycle is influenced by other factors: fashion, solvency of customers, advertising, international situation etc. Besides, the article provides necessary types of software for project management in tourism.</abstract>

The role of human capital management processes is analyzed in terms of innovative development of industry-specific systems. The results of human capital management in an industry-specific economic system are provided as an example of higher vocational education for the benefit of innovative development of the system. The basic criteria of human capital management in the industry-specific economic system are shown. Conceptual guidelines of innovative development industry are presented as an example of the industry-specific economic system of higher vocational education.</abstract>

          <abstract lang="ENG">The article is devoted to the social orientation of the state policy, focused not just on protecting people against social risks, but preventing a sharp material and social inequality, ensuring a sufficiently high level of support and assistance to the lower-income population through improving the income taxation system in the Russian Federation, namely, the development and implementation of new forms and methods of taxation of individuals.  In Russia most population lives in the family structure, with shared income and expenses. Today, an individual who has a family (spouse, children, parents), pays the same amount of taxes as those who have no children or other family members. This situation seems to be socially unfair. Thus, taking into account the demographic situation in Russia and the family strengthening policy, introduction of consolidated taxation for individuals (CNIL) can be considered as an urgent need.</abstract>

          <artTitle lang="ENG">Building up an internal financial control system in an oil company considering the specifics of the industry</artTitle>

          <abstract lang="ENG">The article considers the basic factors of the industry, which influence the internal financial control system in an oil company. The basic functions of internal financial control in an oil company are identified. Three main inherent features of the industry in respect of internal control are studied in the article: correlation between the company size and financial leverage ratio, correlation between product originality and raised loans, and, finally, negative asset tangibility ratio. Additionally, the importance of a seasonality factor while building up an internal control system is highlighted by the author. As a result, the key functions of internal control in an oil company are summarized.</abstract>

          <abstract lang="ENG">The article describes the theory and concepts of financial management, budgeting of an underlying grid company, discusses the formation of the financial and budgetary structure of the power grid, proposes indicators assigned to the CFD grid company. Budgeting is one of the main tools of management of the company, which has been actively used by companies as a financial planning and control technology. Application of budgeting allows managers to monitor the status of cases in all the divisions of the company, to interact and to adjust their actions to overall strategic objectives. Budgeting provides an opportunity to evaluate possible options in adverse situations in advance and, consequently, take the necessary measures in due time.</abstract>

          <abstract lang="ENG">The article studies the influence of the transport infrastructure and the degree of its development on specifics and problems of entrepreneurial activity in a region (case study: Pskov region). The results have shown that the insufficiently high quality of  the transport infrastructure, as well as problems in the area as a whole, including the problem of financing, impede the development of entrepreneurship both in the transport sector and in other areas of business. In the article the authors also present the problems of the transport infrastructure development, assessment of possible ways to solve them. The results and conclusions which are presented in this article could be useful for research of such problems in many other regions of the Russian Federation.</abstract>

Calculations are done considering different fields of knowledge used in a group (knowledge domains, for example math, economics etc.). The model defines characteristics of knowledge spreading processes in organizations – potential coverage and routes of knowledge spreading. The model is accompanied with an example. Its advantages, disadvantages and directions for improving are determined. The model can be applied to organizational networks to estimate their potential for knowledge spreading between their agents.</abstract>

          <abstract lang="ENG">The paper considers the economic behavior of buyers in the situation of increasing prices of goods based on the function of individual consumption. Price growth leads to the failure of a part of buyers to purchase goods due to the fact that the goods are subjectively considered expensive. A number of customers were characterized by a two-dimensional random variable which reflects the allocated budgets for the benefit and the level (amount) of its critical consumption. Statistical distribution of persons according to both components of the two-dimensional random variable was taken equal. This allowed not only simplifying mathematical calculations, but also displaying purchase failures because of goods high prices on the graphical model. The authors obtained dependence of the number of buyers who refuse to purchase because of price of goods. The calculation curves for several of possible parameters for the received two-dimensional distribution are presented.</abstract>

Basic approaches to establishing the economic essence of enterprise competitiveness are classified. Within the defined approaches to the economic essence of enterprise competitiveness the authors offer a new integration-centred approach. They developed a marketing adaptation model for the effective performance of an economic entity (manufacturing enterprise) by activating a human-centred resource factor. The authors come up with their own interpretation of enterprise competitiveness in the changing market environment. The paper considers factors, which define competitiveness of enterprises, and formulates the concept of methodological approach to estimating the competitiveness of enterprise.</abstract>
