          <abstract lang="ENG">Strategic planning is seen as a key factor in solving innovative modernization problems and increasing competitiveness of the Russian Federation’s economy. Basic features of the strategic planning system are considered, the same as the necessary preconditions of its effective use in the sphere of public administration. The paper specifies basic problems, constraining transition to the system of strategic planning at all levels of administration. Special attention is paid to the formation of legal base  for strategic planning and need to refine the existing draft law.</abstract>

          <abstract lang="ENG">The article presents principles of the strategic and tactical analysis for systemic problem situations. This is exemplified by a multi-stage classification of components and sources of competitive advantages, which allows estimating the complexity of identification processes, systemic problem resolution and problem structure analysis. Moreover, the classification contributes to developing a strategy and tactics to implement these processes, which can be used in the development of the Comprehensive Problem Solving Program, where the problem is to improve competitive advantages of the national Russian economy.</abstract>

It is concerned with the issues of establishing and developing the national system of resource recycling from metallurgical wastes. It determines the specific features and identifies the challenges of economic agents dealing with scrap metal recovery. Besides, the article outlines the scenario model of the industry’s development, presents the characteristics of the space scenario and the predictive estimate of medium-term dynamics of the technological base and economic activities of metal recycling companies. In conclusion, the article focuses on the strategic objectives for the development of the national recycling system of the secondary metallurgical resources.</abstract>

          <abstract lang="ENG">The paper presents main indices of performance for small and medium enterprises for the period from 2010 to 2012 year. A comparative analysis is given for a number of small and medium enterprises’ performance including such indices as the number of enterprises, their  output, number of employees, fixed capital investment.  Results of the differential analysis of these indices are provided by regions of the Russian Federation. The analysis is based on the economic andmathematical models developed in the research. Average values of indices and deviations from them that are common forthe regions of the country are examined.</abstract>

          <artTitle lang="ENG">Quantitative estimation of economic risks level for the industrial enterprise</artTitle>

          <abstract lang="ENG">The article is devoted to the problem of a quantitative estimation of limiting characteristics for the industrial enterprise. Two ways are used to design the method of formalizing economic risk factors. The method is based on FERMA standard,on the one hand, and, on the other hand, it is established on business process decomposition connected with economic risk factors and characteristics of the industrial enterprise performance. The second method implies taking anti-risk activities. The probable maximum loss is determined in accordance with the analog historical simulation in finance’s value at risk (VaR) for the industrial enterprise.</abstract>

          <abstract lang="ENG">The article is devoted to the issue of developing large-scale investment programs. It offers a multicriteria optimization model designed to structure an investment program in compliance with the complex of factors related to its quality, in particular reinvestments of profits. Also, the article presents calculations illustrating the capabilities of the model through the example of the program for the oil and gas sector. Changes in the model parameters allow for a wide variety of program structures , whichis conducive to effective decision-making.</abstract>
