This article describes the problems of the Russian system of government procurement since reforming in 2005. The main problems are incorrectly targeting the state of the customer at the time of the conclusion of public contractsoriented

Cooperative behavior of system components in a self-organization process
Cooperative behavior of system components in various fields is studied in the article. The phenomena of supercon-ductivity, superfluidity, substance transition from one state to another are considered in statistical physics. The examples of cooperative behavior in the theory of cooperative games are viewed. Creation of coalitions is proved to be an example of self-organization. The author examines such a formal mechanism of cooperative behavior realization in socio-economic systems as creation of cooperatives.

In pursuit of innovational development in electric grid domain of Russian economy the strategy based on import substitution and technology transfer has been chosen. Model of cubic space of innovations in region economy
