          <abstract lang="ENG">Modern trends in the development of regional socio-economic systems are associated with the rapid growth in the popularity of digital technologies in almost all industries and sectors of the economy. Modern technologies make it possible to integrate business processes occurring in economic systems at various levels of its functioning. In the future, competition is predicted directly between sectoral digital ecosystems; one of the key competitive advantages will be the complexity, quality, convenience, individualization and customer-centricity in the provision of integrated services and products. When building individual tourist routes and forming tourist products, it is necessary to synthesize models and methods that allow combining various services and platforms within a single digital tourism ecosystem. As one of these services, we should consider a recommendation system for the tourism industry, which is an integral element of the digital tourism ecosystem. The purpose of this article is to develop relevant approaches for increasing the competitiveness of sectoral ecosystems through individualization The purpose of this article is to develop relevant methods for increasing the competitiveness of sectoral ecosystems through individualization and customer focus in the provision of services (on the example of the tourism industry). The methodology of system analysis plays the role of a framework that combines all the necessary methods, research techniques, activities to solve the problem of improving the efficiency of the tourism industry. The methodological basis of the study was general scientific and special methods of system analysis, abstraction, analysis and synthesis, induction, modeling, clustering, the traveling salesman method, the neural network method, the theory of fuzzy sets and fuzzy logic, and others. The information base of the study was the legal acts regulating the activities of participants in the tourism and hospitality industry in the Russian Federation; official materials of the Government of the Russian Federation; articles by domestic and foreign scientists on the management of the tourism industry; as well as previous research by the authors. The article provides a justification for the need to integrate various approaches and methods for the development of a universal tourism recommendation system in the development of individual tourism products. The authors have developed a methodological approach for the synthesis and clustering of tourist products in order to form them according to user preferences.</abstract>

          <artTitle lang="ENG">Research of digital transformation processes of mining and metallurgical companies of the Russian Federation</artTitle>

          <abstract lang="ENG">In periods of economic and political instability, Russian companies in leading sectors of the economy are significantly affected by the negative impact of a number of environmental factors. This requires the largest companies to develop and implement new approaches to management, review development strategies, and switch to new solutions and technologies covering all areas of their activities. Along with these changes, the largest global and Russian companies have been actively implementing business transformation programs over the past 5 years, among which a special role is given to digital transformation programs. Metallurgical companies were among the first to develop and start implementing large-scale projects to digitalize their processes, from the area of extraction of raw materials to the sale of finished products. The purpose of this work is to in Russia, both in general and in the context of individual companies. The analysis of the effectiveness of digital transformation in the industry is carried out in three areas: the study of industry indicators of innovative activity and the introduction of technological models in business processes; studying cases of successful digital transformation at enterprises that are leaders in the industry, as well as their plans for the implementation of such programs, and, finally, analyzing the performance indicators of companies in periods after the implementation of business digitalization projects. In the course of the study, indicators for evaluating the effectiveness of digital transformation were proposed, a list of digitalization leaders in the mining and metallurgical industry was compiled, cases of implementing digital solutions were studied, and indicators of the effectiveness of investments in digitalization projects were analyzed. This made it possible to draw conclusions about an increase in the capital expenditures of the largest companies in 2019–2020, and then in 2021 an increase in key performance indicators of these companies. Promising areas for further research are: including more companies in the analysis; dissemination of research methodology for the analysis of companies from other sectors of the Russian economy; comparing Russian companies with global ones in order to identify the vector and results of digitalization in the respective economies; supplementing the analysis methodology with industry indicators of the activity and effectiveness of digital transformation; studying the risks and errors of implementing digital transformation programs in companies in various sectors of the economy.</abstract>

          <artTitle lang="ENG">Regional branding: assessment of the use of new development tools in modern conditions</artTitle>

          <abstract lang="ENG">New economic conditions have created additional incentives to promote unique natural and cultural values of geographical origin in the form of regional brands. Combining a clear and meaningful set of attributes of regional identity, the brand is able to have a significant impact on the associative choice of the consumer, as well as act as a conductor of national and regional interests. Accelerating and expanding the development of regional brands is given special attention on the agenda of the Upper House of the Federal Assembly of the Russian Federation. Among the organizational tasks is the creation of conditions for the application of modern intellectual property tools to regional brands that have a high scientific, cultural and economic value. This paper attempts to assess the readiness of the regional community to use new development tools in the form of regional brands. Based on a wide range of scientific publications, the authors conclude that the key reasons for the low demand for instruments of legal protection of regional brands are: the lack of effective incentive mechanisms for entrepreneurs, the lack of trust between the actors of social interaction in the process of promoting shared values. The underestimation of the importance of the legal protection of regional brands is confirmed by a quantitative analysis of the dynamics of registration of the right to an appellation of origin and a geographical indication. The novelty of the authors' approach lies in the perspective of considering the problem from the standpoint of behavioral economics. The subject area of the balance of interests of subjects is considered by the authors as part of a structural-logical model. The results obtained indirectly confirm that in order to launch a sustainable demand for the legal protection of regional brands, such conditions are necessary so that manufacturers of products containing regional specifics can expect to receive economic benefits and social approval in the medium and long term. The results of the study can be used to improve the competence of regional administrations in matters of territory branding. The practice of applying the principles of behavioral economics to address issues related to the motives of participants in the chain of creation and promotion of regional brands is seen as a promising direction for further research.</abstract>

          <abstract lang="ENG">The transformation of the financial system following the changing situation in the segments of the world economy has affected one of the most important indicators: inflation. Inflation as a macroeconomic phenomenon has a significant impact on business activity through the cost of sources of industrial capital formation. Theoretical analysis. Fixed inflation is formed due to the impact of the following factors: the growth of human capital, logistics costs, the transaction effect, as well as the lack of necessary raw materials and supplies. Empirical analysis. Given the practical involvement of the authors in the construction sector of the economy, the availability of reliable arrays of data, in order to provide a deep and high-quality disclosure of the topic, to ensure the objectivity of the research results, the authors chose the construction industry as the base. As a result of the study, the estimated impact of inflationary pressure on various categories of business in the construction industry was revealed. Large business, in comparison with medium and small businesses, has greater opportunities to mobilize internal potential and reserves, thereby smoothing out inflationary pressure. Small and medium-sized companies are most exposed to industry inflation. Results. The result of the study was a proposal to introduce the concept of “industry inflation” into the conceptual apparatus of economic science. The authors managed to form a verified statistical database, as well as the indicator “SME-deflator coefficient” for each individual category of business, thereby providing a high-quality and accurate assessment of the impact of inflation on the financial model and cash flows of companies. The conclusions of the study can be used by the Ministry of Economic Development of the Russian Federation in forecasting the impact of inflation on the economy not by the average value, but by detailing the corrective dependence for each category of business based on industry affiliation; development of a full-fledged policy to support small and medium-sized businesses by the Government of the Russian Federation, state companies and regional authorities. As part of the applied value, the results of the study are used in the formation of a feasibility study for current construction projects of MasterStroy.</abstract>

          <abstract lang="ENG"> Innovative development of regions is one of the most acute topics when discussing issues of modern socio-economic development of the country. The problems associated with the evaluation of innovation development of both individual regions and the country as a whole are actively discussed not only in academia, but also in public discourse. Despite the diversity of existing methods for assessing innovation development of territories, the task of forming a scientifically sound system of indicators to assess the level of innovation of regions remains to be solved. The article analyzes Russian and international systems for assessing innovation development of regions. The article considers in more detail the most interesting existing methods, such as the method to assess the innovativeness of the region developed by the Geography Department of Moscow State University, the methodology "Rating of innovation development of the subjects of the Russian Federation" by HSE, the Global Innovation Index, authors' methods of domestic and foreign researchers, which consider a number of indicators characterizing the conditions of formation and implementation of innovation, level of innovation activity, innovation policy effectiveness, human capital, infrastructure, market and business stability, etc. The article reveals the insufficiency of indicators and their validity when they are included in the ratings of innovativeness of regions, which does not allow us to estimate the corresponding level of development of the region objectively. The problems of Rosstat on formation of the list of indicators, characterizing innovativeness of regions, related to limiting the access to the available information in such areas as public service, direct foreign investments, etc., were marked. The purpose of the work is to develop a method for assessing the level of innovation activity of a region. The authors propose a method to assess not only the capacity to increase the level of innovation in the region, but also the effectiveness of using this capacity. The proposed method for assessing the level of innovation development of the region allows deeper and more comprehensive definition of the analyzed level of development of the region on the basis of the research of the innovation potential and effectiveness of its use; it also shows the effectiveness of the state innovation policy implementation at the regional level. This methodology was tested on the example of St. Petersburg.</abstract>

          <abstract lang="ENG">Expansion of market demand in terms of the diversity and volume of enterprises production, development of new digital technologies and smart materials, active processes of digitalization and digital transformation of enterprises necessitate introduction of new concepts for organizing production. In the conditions of scientific and technological development, demand is distinguished by customized parameters of particular client’s orders and expectations of tight deadlines, high performance and quality. A batch now comprising only a single item, a single service is becoming the feature of modern production. At the same time, there is also a need for a competitive advantage in the form of faster response and delivery of finished products to customers. The trend in the development of enterprises is to quickly form a technological line and organize the production chain for a specific order. As an object of the study, the article considers production systems and the main concepts of modern production organization: reconfigurability, efficiency, intelligence, consistency. Reconfiguration requires large investments in the creation of an enterprise, it is characterized by an increase in the production areas of the enterprise and the composition of capacities, but it ensures the preservation of production efficiency in conditions of unstable demand, increases the competitiveness and image of the enterprise, and guarantees the preservation of a set of customers. The purpose of the study is to analyze modern concepts of the organization of production and consider the tasks to be solved when introducing a system of reconfigurable responsive production. The authors consider a reconfigurable production system as an adaptive production system, the setting of which is carried out by changing its structure, the composition of the applied production and software elements. The purpose of such adaptation is to maintain productivity and efficiency when the order market, external and internal conditions change. The article formulates the conditions, principles and recommendations for their application. It is shown that the increase in production efficiency should be based on the integrated application of modern concepts of production organization. A mathematical formulation of the problem of selecting the composition of production capacities and the problem of managing the flow of incoming orders is presented. An assessment of production efficiency is formulated, including economic and time components.</abstract>

          <abstract lang="ENG">The study was carried out on the most relevant topic of the current stage of the development of the domestic economy. In a dynamically changing international environment, large socio-economic systems encounter insurmountable obstacles that represent a set of organizational and economic problems. Their resolution requires a lot of attention and prompt response. The material of the article is aimed at revealing the capabilities of large socio-economic systems to overcome organizational and economic problems caused by uncertainty in the macroeconomic environment. The article considers the features of the formation of organizational and economic problems and identifies the conditions for overcoming them by complex socio-economic systems. To identify organizational and economic problems on the path of development of large socio-economic systems, the study uses methods of generalization, grouping of available information about changes in the macroeconomic environment, as well as methods of induction and system analysis to find rational solutions. The conducted research reflects the author's position on the implementation of anti-crisis management measures of natural monopolies. This object was not chosen by chance. It is precisely such enterprises that concentrate the interests of the development of the state, the market and society as a whole. The activity of each of them, the author proves, is an independent regulator of market relations for a particular region. The factors of the crisis situation of complex socio-economic systems are macroeconomic conditions that violate the order of provision, production and organization of sales of natural monopolies. At the same time, a set of problems can dictate both private decisions on the formation of measures for the alternative use of the property complex, and radical solutions affecting all types of activity of a natural monopoly entity. The choice of a specific way to resolve organizational and economic problems requires the construction of a management solution aimed at resolving the crisis situation. The article develops the author's algorithm for making managerial decisions to overcome organizational and economic problems of a large socio-economic system caused by uncertainty at the macroeconomic level. Such problems have affected the activities of many socio-economic systems in various sectors of management. It is emphasized that low flexibility in the implementation of core activities makes the largest socio-economic systems the most risky and unprotected enterprises, unable to adapt and implement alternative discrete-time projects.</abstract>
