The article considers the problem of the transfer of some fiscal responsibilities from the Federal level to the Regional level within the framework of implementing strategic programs of the economic development. The first objective of such a measure of the state economic regulation  is to achieve self-reliance of the territory. The second objective is to create suitable conditions for the formation of the budget revenues to help develop regions of the Russian Federation in the aspect of optimizing intergovernmental  fiscal relations.
