Due to necessity to improve the regional development state regulation in Russia, goal setting in the regional policy becomes especially important. The article presents the evolution of regional development goals in  Russia from 1990 to present time. The authors estimated the goal achievement,  defined a long-term priority of the regional development and put forward recommendations for the regional policy regulation in the context of goal-setting.
