By means of a system and statistical analysis, an integrated approach and planning by objectives, the content of transformational processes in the national power economy is investigated and prospects of its development are defined, the role and place of the  wind power in development of thepower supply system of Russia are revealed in the context of social and economic development of the country and regions . The main problems and directions to reform the power economy in interrelation to the wind power development in the power economy are formulated. A special emphasis is put on the balance of market and non-market tools at strategic planning of the  national power economy development on the basis of wind power.
