We offer our readers an article does not provide for consideration of all aspects of dealing with problem situations. The author attempts to analyze the system of factors «surrounding» the problem situation by levels of the management hierarchy. These factors constitute the «seven circles», each of which represents a particular subsystem aspects characterizing the causes of potentially possible or real-life problem situation, at different levels of the hierarchical management structure.
