The article examines the problems of structural rearrangement of national economy, associated with mineral resources extraction and their processing into products with high added value. Direct and indirect economic losses from trading of raw material resources are demonstrated, the recommendations on the use of the potentials of St. Petersburg, Leningrad, Novgorod, Vologda and Pskov regions for the organization of deep processing of mineral resources are developed.
