In the article discusses and analyzes the structure and elements of regional innovation system and its participants. Given the definition of a complex dynamic system as a system with a high degree of conflict between individual  enterprises, between enterprises and investors, between companies, investors and executive power in charge of management of innovative activity in the region. The methodical approach to formation control mechanisms contributing to the development of efficient regional  innovation systems.
