The article studied the main trends in the development of HMAO – YGRAs energy sector, and propose a variant meeting the growing needs of the Russian economy in electricity as a result of the construction of mini SDPP. Ultimately it will contribute to the diversification of the economy, the development of a «healthy» competition in the energy sector, improve the reliability of power supply, environmental issues, public employment, and increase revenue.
