In this article, the transport infrastructure is considered from the standpoint of a systems approach: on the one hand, as part of the national economic infrastructure, on the other hand, as an element of regional infrastructure. The balanced development of regional economies through the creation of transport and distribution centers, including the hub airports, is proposed.
