This article describes the problems of the Russian system of government procurement since reforming in 2005. The main problems are incorrectly targeting the state of the customer at the time of the conclusion of public contractsoriented budgetary savings at the expense of quality products; insufficient or partial regulation of methodology of public procurement; dysfunction of the international institute of public procurement transplantation in Russia.

Описаны проблемы функционирования российской системы государственных закупок после ее реформирования в 2005 г. Основными проблемами являются: ориентация на экономию бюджетных средств в ущерб качеству продукции; недостаточная или частичная регламентация методологии организации государственных закупок; дисфункциональность трансплантированного в российскую экономику международного института государственных закупок.
