In article the condition of personnel maintenance in the Chechen Republic, the basic problems of maintenance of sphere of an investing-building complex are considered. Possibilities of the programme-target approach in personnel maintenance are analyzed. Value of the system approach, using of "a tree of the purposes», the matrix approach are shown. The principle of formation of three-dimensional matrix structures of management, necessity of adjustment of close interrelations with participants of investitsionno-building process are offered.
Рассматривается состояние кадрового обеспечения в Чеченской Республике, основные проблемы обеспечения сферы инвестиционно-строительного комплекса. Анализируются возможности программно-целевого подхода в кадровом обеспечении ИСК ЧР. Показано значение системного подхода, использования «древа целей»,матричного подхода. Предложен принцип формирования трехмерных матричных структур управления, необходимость налаживания тесных взаимосвязей с участниками инвестиционно-строительного процесса.
