This paper contains an overview of problems hindering the sustainable development of industrial fishing in Russia. It is demonstrated that the present state policy moves out Russian fishing from Russia to foreign countries. The author proposes, in order to stop this effect, to change the model of quota distribution and to develop logistical infrastructure of the industrial fishing
