In this connection the necessity of strengthening of the social orientation of economy is being updated and that is supposed in it's turn, to make a study of a question of search of the tools, promoting systematic and steady improvement of the quqlity of a life. A social partnership is considered as one of such tools, as the mechanism of constructive interaction of three public sectors (the state, business and community of the noncommercial organisations and social movements).
