The paper focuses on modernization of Russian economics within the crisis of socioeconomic management. It analyzes 4 basic forms of the crisis which include the crisis of management system adequacy regarding economic environment, the crisis of management elite's competence, the crisis of adequacy of management elite's concern with respect to concern and aims of Russian progressive socioeconomic development, and the bureaucratic system crisis.
