The necessity of improvement of strategic planning of regional development is substantiated in this article.-The basic focus is given to definition of choice of strategic directions of development in view of an index of regional innovative development and an index of life quality. The basic strategies of regional innovative development are determined and tools and mechanisms of their realization are offered
