Examining the issue public administration participating in economy of the country and regions, the main question is not about governmental interfering in regions' economy, but it's about degree of its interfering, based on objective needs and opportunities of economy. Participation of government in economy must be conditioned, in the first line, with following reasons: demands of market economy normal functioning, providing of competition and private enterprise, as well as solving strategic and social problems of the state
