        <p>The distinguishing characteristics offederal state educational standards ofhigher professional education ofthe third generation have been elucidated in comparison with the existing standards. The authors defined the problems which higher educational institutions will face in the course ofintroduction, and suggested measures oftheir solution. The advantages ofthe results, obtained by the implementation ofeducational programs according to new standards, have been considered.</p>
