In article the special attention is given a problem of a role of non-material actives for innovative development as region as a whole, and the separate enterprises, foreign practice based on the analysis. The cost factors interfering innovative activity are revealed. Ways of overcoming of this problem on the basis of involving of non-material actives in economic circulation and their more effective use are offered.
