Estimating potential effectiveness of problem solving

Abstract:

The article presents basic provisions of estimating cumulative effectiveness of the solution to a problem situation, allowing for possible historical, political, social, scientific, technical, environmental and economic consequences. The author comes up with the definition for the concept of «effectiveness of problem solving» as an extent of the expected achievement of a strategic or tactical goal by an economic agent through resolving a problematic situation. The author analyzes factors which influence effectiveness: importance of agents' goals, estimation of resource capacity for goal achievement, possibility to assess positive and negative consequences of problem solving and risk taking, estimation of possibility to localize negative consequences. The article describes examples of implementing strategies of particular industrial enterprises which have different estimation of problem arising prospects, and also results of the statistical research on the choice of a preferable strategic option for an enterprise are given.
