Public'private partnership in the strategic management of region's socio'economic development

Abstract:

This paper, considers supply modes and measures necessary to implement the regional development management strategy. The author identified and validated basic principles of development management in the region, which resulted into formulating conditions for the development of the strategic partnership between the state and business. The main stages of the strategic partnership were specified and complemented. The paper proved the necessity to separate the stages of social significance, environmental security and strategic perspective. The forms of cooperation between the parties within the framework of the public-private partnership were determined. Concession was offered as a form of cooperation between the parties within the framework of the public-private partnership. The author came up with most advantageous forms of cooperation between the parties, developed a general model of concession on the terms of participation in financing and ownership and emphasized benefits for both parties.
