Strategy and tactics for identifying and resolving systemic problem in the ecomomy

Abstract:

The article presents principles of the strategic and tactical analysis for systemic problem situations. This is exemplified by a multi-stage classification of components and sources of competitive advantages, which allows estimating the complexity of identification processes, systemic problem resolution and problem structure analysis. Moreover, the classification contributes to developing a strategy and tactics to implement these processes, which can be used in the development of the Comprehensive Problem Solving Program, where the problem is to improve competitive advantages of the national Russian economy.
