In the article given key questions of innovation potential assessment of higher school as innovation-oriented element of national innovation system are considered. There are also mentioned different approaches for innovation potential assessment of higher school. The detailed analysis and assessment criteria of all the activity spheres of the university are stated, such as educational, research and scientific, administrative sphere, and also personnel, technical and financial supply of the university taking into consideration the regional innovation infrastructure.
