Economic estimation of regional youth target programs

In article author's definition of concept a social youth innovation is made, the comparative analysis of regional youth target programs of 9 regions Russian Federations is presented. Absence of uniform criterion of calculation of financing of a youth policy in Russia is revealed. Development of the human capital and introduction of social youth innovations are offered as the basic vector of development of a youth policy in Russia.
