Abstract:

The leading Russian universities development programmes, licenses and plans of admission to state financed places for each level of higher education are considered in the article. Basing on this data analysis, the incoherence of multi-level degree system implementation and the inconsistency of academic priorities of the leading Russian universities to modernization demands are revealed.
