Integrated production and consumption waste management system modelling at the regional level

The article is devoted to problem of production and consumption waste generation in the regions of Russia: the major waste management policy deficiencies are resulted, the state interference in such sphere is underlined. The author represents the basic model of an integrated closed-cycle resources circulation system at the regional level: the key agents and their interactions are described.
