Monitoring of introduction standard financings in general education system (on the example of the Tver region)

The article describes the transition strategy to per capita financial principles of general educational institution in Tver region in 2005-2009. Two levels adaptation mechanism of regional subvention delivering to municipal and then to institutional level is the core of above mentioned strategy.
