It is noted, that the investment climate of regions is distinguished and is based on heterogeneity of social and economic development of regions. Therefore in clause it is shown, that problems of smoothing of investment heterogeneity are one of the major and can find the decision by means of formation of a control system by an investment climate on the basis of the mechanism of smoothing of heterogeneity investment components of development of regions
