In article questions of strategic management and an operational administration by testing for the purpose of increase of its social and economic efficiency and quality are considered. The concept of philosophy of testing is entered and its basic elements are defined. Special bases of system of a quality management of testing are off ff ered, on the basis of the process approach the analysis of processes for stages of introduction and carrying out of mass procedures of testing is given
