The influence of the subnational authorities policy at the federal countries in the field of government procurements, territories protection from diseases and social and economic development support on the sphere of the international trade regulation is investigated. In proportion as the legislation of the WTO seeks to establish control over new areas of domestic policy of the member-states, there are impositions of the country’s international obligations with the constitutional powers of the subnational governments.
