        <p>When you select ( enlargement ) Russian administrative entities are encouraged to use existing natural delineation of the country on river catchments . Property of these catchment areas ( both large and small ) are environmentally sustainable and balanced natural processes of transfer of matter and energy within their borders . Purpose of the administrative structures of different sizes will allow the best use of natural resources rationally and to ensure environmental security areas.</p>
