This article describes the problems of the Russian system of government procurement since reforming in 2005. Тhe main problems are incorrect targeting of the State customer at the time of the conclusion of public contracts: budgetary savings orientation at the expense of quality products; insufficient or partial regulation of the methodology of public procurement; dysfunction of the International Institute of public procurement transplantation in Russia.
