The objective factors causing strategic orientation of system of Southern macroregion are defined and classified, the strategic approach to development of spatial system of macroregional level is specified - the basic subjects of formation and realization of strategy of development at the given level are established, the dominating role of the federal center in formation of macroregions as new structural links of the spatial organization of Russia is revealed; the interrelation of the specified dominating role with an administrative paradigm of management is opened by macroregion system.
