In a paper submitted the relationship of power in the region and analyzed the fiscal and personnel potentials of the subject of the Russian Federation. Components of the state's economic policies are identified as institutional, structural, investment, monetary, social, foreign, scientific, technical and fiscal components. Next, a number of methods by which to measure the fiscal and personnel potentials of the region are released.
