The article examines the problems of the Russian shipbuilding industry. According to the purposes of development of the shipbuilding industry JSC «United Shipbuilding Corporation» targets structuring is made on a basis of hierarchical system. The method of quantitative estimation of the corporation activity is also demonstrated.
