In the article actual questions for science and practice about theoreticaly methodological basics of local socially-economic systems functioning are considered. The main approaches to researching of notions such as the local comunity from the point of view of the importance of the human factor role and social selfgovernment as socialy-economic base of transition to the new lifestyle in post-perestroika new formation are represented.
