The problems of efficiency evaluation of social and economic development of cities are considered. The system -dynamic model of the city development, which helps to determine the efficiency borders of this development, is offered. The results of calculation of the efficiency borders of social and economic development and the cost of city growth by the example of Saint-Petersburg are adduced. The elaborated model allows to work out the adequate management mechanisms of urban development, which meet the modern requirements.
