        <p>An adequate approach to personnel progress strategy is presented. The major criteria of personnel activity, that may differ for different personnel groups as regards to its rating and estimating the need in progress are defined and determined. A technique for personnel rating and estimation of needs in personnel progress based on expert evaluation and on the use of multivariate statistics methods has been developed.</p>
